Gc~miss~oner ~eiDer~ stated that this ~ommission begged non- aviation ~ype. persons to serve on it in order to avoid being biased; some pilots are on the Comlpission because of their aviation expertise. Commissioner Seibert s~ated that because he was a former FBO at Gateway, people assu~e that he is all ~for the airport but he did approach it with an oen mind. Commissioner Seibert stated that it is unfortunate that people don' t attend the Airport ~eetings because in not doing so they only obtain a spall serpent of information. C~pmissioner Seibert referred to the written comments and their references to airport expansion or develol~pent; it is not an expansion, it is an impro~ent and it must be determined whether or not that improv~ent will help the ~ity economically. Gommissioner Seibert stated that this community iis~&ta point where it will be taxed heavily for it's amenities or it will have to.draw in industrial tax base to support the community. Commissi~r~ Seibert stated that City Council wants a recommendation from this Commission regarding whether or not upgrading the airport is an economically benefici~~ way to attract industrial tax base. Commissioner Erickson disagreed with the ~er~ 'stopped' in the motion because it is too final; the existing Gateway site lis bounded on 3 sides by industrial and transporation and on one side by reSidential; this is an ideal situation and the study effort should not be abandoned ~at this time. fbmmissioner Donovan stated that the motion's direction ito ~top efforts until the residents demonstrate interest is encouragir~ the shouting match. Commissioner Sieber stated that his words to stop efforlts ~ntil there is significant interested demonstrated by the residents was an attempt to stop the issue from being resurrected behind closed doors or t~ ~oke-filled rocks -- which happens in Ramsey. Commissioner Stauffer ~tabed that he views the motion as cutting the issue off rather than extending ,~he ', shouting match. Motion failed for lack of a second. Motion by ~airman Ippel to recommend that City Council endorse the Airport Master Plan., suk~it it to the reviewing agencies and future studies would evolve fr~ that endorsed Airport Master Plan. Further Di~USsion: Mr. Otto stated that the City cannot develop an airport in any way, s~a~ or form until the City is offered a grant and the offer is accepted; anything up to that point, the city Can back out. Con~pissioner Stauffer s~ate~ that a recommendation should we well-thought out and supported by doc~tat~on. Commissioner Sieber stated that this Commission has 18 man- years involved in studying this airport issue; this Commission should know by now whether or not it is worth continuing with the Master Plan study. Commissioner Erickson agreed with Co~pissioner Stauffer. Cc~missioner Sieber stated, tha~ the supporting docuTentation can be found in this Commission's meeting minuteS; no matter what this Commission recommends, hope that Council would call for a joint meeting to ask questions and get angers. Commissioner Larsen seconded the motion to recommend Council endorse the Airport Matter Plan.
