Chairman I~1 replied that the landfill/airport issue is a matter of who gets <br />there fi$~iWhen the Airport Master Plan is completed, the Airport Co~m~ission <br />must makro ~t~8 recomm~tion to City Council. If Council adopts the plan, the <br />next steB ~S~hase II, development of zoning to protect the airspace, airport <br />proper a~,i clearance zones. The next step would be the environmental impact <br />statement which takes about one year; then the land acquisition would begin and <br />that takeS, 12~18 months. If the City proceeds to set the zoning, that will <br />signal BA~r'a~ Mn/Dot that Ramsey is serious and at that point those agencies <br />will ge~_j_~i~_~ved. C~airman Ippel stated that he assumes that those agencies <br />would ha~ s~,e authority when it comes to Site P; FAA was instrumental in <br />KANO's a~i~ation for a 1700' radio tower because Gateway is recognized as an <br />existing a~rP~rt and impacts the area. <br /> <br />Mr. Founta~.'n~istated that the hazards associated with an airport are many times <br />less thaa ~t~,Se associated with a Site P. Mr. Fountain inquired if any airport <br />proper is Within Site P moratorium. <br /> <br />Mr. Otto stated that the present FAA policy is that anytime there is a runway <br />serving ~i~ type aircraft, no sanitary landfill shall be located within <br />5,000' of'~h· airport. <br /> <br />Gilbert Mmnk~eld inquired as to the commercial building that would have to be <br />acquired. <br /> <br />Commissio~r ~Siebert stated that McGregor's is the only building that would <br />have to be'. r ,Smoved in the southern approach. <br /> <br />Mr. Steve ~qca inquired as to whether or not there were figures available <br />comparing ~he ~amount of loss in property taxes due to residential displacement <br />versus rev~n~es expected to be generated from the airport; would the cost of <br />homeowner'S ir~ urance increase for those residents in the proximity of the <br />airport. <br /> <br />Ron Halls - IRsurance agent associated with Golden Valley Bank - Stated that <br />homeowner .insurance rates would not increase and noted that he uses the Gateway <br />facility. <br /> <br />Oommissio~mr Erickson referred to the comment regarding the loss of residential <br />property ,~s and stated that the draw of light industry to the area should <br />more than ~ffset the loss in property taxes from those 14 homes. <br /> <br />Mr. Otto p~inted out that the only loss in residential property taxes would be <br />for those ,~es that relocated outside of Ramsey. <br /> <br />Chairman IPPet quoted some figures from a report prepared by City Assessor <br />Wirz, one ~f which is that it takes four $60,000 residential units to generate <br />the same a~ot~t of property taxes as one $60,000 commercial unit. <br /> <br />Willard Breu Stated that along with all the additional incoming tax base comes <br />a multitu48 of: city expenses as well. <br /> <br />Commissioner Stauffer stated that city expenses go with any industrial <br />expansion, with or without an airport. <br /> May ~0, 1985 <br /> <br />Page 6 of 8 <br /> <br /> <br />
