inquired as to how they are affected by a non-precision approach plan.

Mr. Otto ~sta.ted that the trees would be removed; the recommendation is that
any obstr~tions and structures in airport property Zone A be r~oved,
relocated ior buried.

Bill Sero~en Of the Anoka Gounty Highway Department referred to the relocation
of County Road #116 and stated that the road was built where it is because
Gateway s~id~it would be alright. The County will not be able to pay to
relocate ~(~)~tY Road 9116. Mr. Seronen asked if there would be any operating
restrictions on County Roads 956 and 9116 because of the airport.

Mr. Otto ~eplied that the runway, in it's proposed loc~.tion, would have
adequate ~learance over all roads and railroad tracts if CSAH 9116 is
relocated.

Mr. Seror~n stated that realignment of the County Road 9116 extension causes
the County no: problems; Ramsey has provided right-of-way for that extension
and new right-Of-way would be required in case there are problems with the
extension-.

Mr. Koshak stated that 149th would be a service road with County Road 9116
extension ibeing the thoroughfare.

Council~er Cox stated that he was involved with the acquisition of County
Road 9116 right-of-way; Gateway did not make a comment on it; alignment is as
it currently exists to satisfy certain people during right-of-way acquisition.
In fact, th~ original alignment requested is similar to what is proposed in
the Airport Master Plan.

Mr. Terry ~endriksen inquired if relocating County Road 956 would make a
crosswind rUnWay at Gateway feasible.

Mr. Otto stated that he doesn't think relocating County Road 956 would get
much support. Earlier in the study, an idea approached was to construct a
primary east/West runway in order to get air traffic away from residences to
the north. Due to the limited dollars available, the State directed that the
study foGUS, on one runway and so the study pursued the runway offering the
most wind ~x~;erage.

Doug Lida i~guired as to how revenue can be generated off airport operation.

Mr. Otto replied that after the City has acquired airport property, the City
can lease property to people for hangar construction; the City can construct
hangars bylway of State interest free revovling hangar fund and then lease the
hangars. Ultimately, these would be revenue producers.

Mr. Terry ~endriksen stated that from a business perspective, there is a high
and low range of money when considering investments; when a person opts to go
with the bare minimum, he is risking that entire sum because what he may come
up with isi s~mething that cannot do the job he was intending it to do. A
person is better off spending an extra increment of money and go with a more
extensive operation because he would then only be risking that portion of the
May 15, 1985

~age 9 of 11
