determined whether Ramsey is going to be a bedroom community or a full service
community. COmmissioner Erickson stated that if Ramsey is going to be a full
service c~nity, we have to look at the costs involved with airport
improv~nent-and other projects that might attract development and then decide
which project will have the better success rate.

Commissioner Siebert stated that if Ramsey did not want to be a full service
community~ the Economic Development Commission would not be pushing to develop
the industrial park.

Commissioner Sieber questioned whether the push for develounent represents the
majority of the community.

Commissioner Larsen referred to major oil company advertisements on their
research ~apabilities and volunteered to contact some of them regarding any
material they might have on airport develol~ment.

Commissioner Greenberg stated that this area along Hwy. #10 was zoned
industrial when Ramsey was a township and it was always assumed that this
land would be held for industrial develol~nent but now it seems there
might be some question as to whether it should remain this way. Commissioner
Greenberg'sta~ed that in a recent meeting with EDC chairmen from Anoka,
Andover a~d fhamplin, it was brought out in discussions that Ramsey is the
only city with industrial area left to be developed. Commissioner Greenberg
stated that if this area is no longer intended for commercial and industrial
development, then the land can be sold to homebuilders.

Chairman ippel stated that the commercial/industrial develotm]ent is necessary
in order for it to be economically feasible for people to live in Ramsey.

Commissioner Larsen stated that this Commission cannot make the assumption to
have industrial growth; that direction has to come from City Council.

Commissioner Sieber stated that he would not be opposed to Council placing
some zoning restrictions on the subject area to protect what has been invested
should a dec~sion be made and the Airport Master Plan implemented.
Commissioner Sieber stated that this Airport Commission should inform City
Council that in order for the airport to be a financially feasible project,
the City will have to make a commitment to become a full service city and
promote growth in the industrial zone.

Chairman Ippel stated that this same question should go to the Economic
Development Con~nission prior to City Council.

Motion by Commissioner Sieber and seconded by Commissioner Erickson that the
following statement and question be placed on the March meeting agenda for the
Economic Development Commission and on the second Tuesday in March meeting
agenda for Council: 'Based upon studies and information gained thus far, the
Airport Co~n~ssion position is that airport development is dependent upon
Ramsey's ~o~mm~tment to balanced industrial and commercial development in the
City. Is this, in fact, Ramsey's direction?'

Motion carried. Voting Yes: Chairman Ippel, Commissioners Sieber, Larsen,
February 20, 1985
