U.S. Department
of Transportation i
Federal Aviation
Administration:

Airports District office
6301 - 34th AvenUe South
Minneapolis, Minnel~ota 55450

Novembe. r 19, 1984

Mr. Lloyd Schnelle, Administrator
City of Ram~ey
15153 NowCheu~Boulevard
Ramsey, MinneSota 55303

Dear Mr. SChneile:

The Federal Aviation Administration has conducted an Aeronautical Study of the
Preliminary Atrport Layout Plan for the Cateway Industrial Airport, Ramsey,
Minnesota,,comsisting of one sheet', undated. The study was based on the safe
and efficient utilization of the navigable airspace by aircraft.~ Review
included p~bli~ circulartzation for aeronautical comments. No letters of
objection were received in response to the circular.

Based on that Study, No. 84-AGL-697-NRA, we have no objections provided the
runway thresholds are located or displaced, as necessary, and clearly marked
so as to provide at least a 20:1 approach surface slope over all obstacles
located within the runway approach surface areas.

The Federal Aviation Administration cannot prevent'the construction of
structures~near an airport. The airport environs can only be protected by
such means as= zoning ordinances or acquisition of property rights.

This dete ~rmtnation, issued in accordance with FAR Part 77, concerns the effect
of this proposal on the safe and efficient use of navigable airspace by
aircraft amd does not relieve the sponsor of any compliance responsibilities
relating tO amy law, ordinance, or regulation of any Federal, State, or local
governmeut~body,

Any change in:airport operating category (VFR to IFR) will require a new
airspace analysis and determination.

This determination does not mean FAA approval or disapproval of the physical
development involved in the proposal. It is a determination with respect to
the safe aud'~fficient use of airspace by aircraft with respect to the safety
of persons amd property on the ground.

In making this determination, the FAA has considered matters such as the
effect thai proposal wou~d have on existing or planned traffic patterns of
neighbori~g airports, the effects it would have on the existing airspace
structure iand projected Programs of 'the F.A~, the effects it would have on the
safety ofipersons and property on the ground, and:the effects that existing
proposed ~armmde obJects'(o~ file with th~ FA~) and known natural objects
within the affected area would have on'the airport proposal.
