Mr. Me=lMndl Otto then made a slide presentation. The first <br />item shoWe~ the Metro Regional System Airport Plan that was <br />developed in 1978 depicting publicly owned and operated airport <br />facilities., this plan recognizes privately owned facilities as <br />serving Use. in the overall system plan but does not assume that <br />those pr%vately owned facilities will always be there. <br /> <br />Mr. Otto stated that Gateway North is privately owned and <br />backgroundi~ata on based aircraft is hard to come by~ He <br />presented a slide of historic based aircraft data; 28 based <br />aircraft in 1979, 33 in 1980 and 12 in 1984. Mr. Otto stated <br />the decline' in based aircraft is due to economic climate and <br />the fact that Gateway is a less than up to standard facility. <br /> <br />Mr. Otto stated that if Gateway were to become a municipal airport, <br />the earliest construction could begin would be 1989 and the <br />facili~y~ would be closed during construction. Once Che facility <br />is improved, you can expect to see a quick rebound to what the <br />useage was iin 1980. In 1990-1991, 30 based aircraft are forecasted. <br />From thgt p~oint on, Gateway would grow on it's own accord and <br />according to the regional growth plan, the range is 3-5%. <br /> <br />Mr. Ott~ stated that the types of aircraft that would be at <br />Gateway Would be much the same as what is there current!y; <br />there would be more multi-engine ·planes' coming in, but not <br />until aCter the improvements are ~completed~ 10~121 of the <br />aircraft would be light twin-engine and the rest would be single <br />engine. <br /> <br />Mr. Otto then discussed historic and forecast d~ta on local and <br />itinerant operations. I~ 'is eStimated that total operations in <br />1979 was' 46,400 and total operations in 1982 was 21,430~ <br />projecci~ns through the year 2000 show getting up to 36,000~ <br />40,000~otal operations annually, which is comparable to Mor~ <br />and Princeton airport useage. <br /> <br />Mr, Otto stated that local business ~nd pilots were ~surveyed and <br />there wms an overwhe%mingresponse that paving the~zunway at <br />Gateway was top p~iority. State and Federal criteria is for a <br />minimum ~aGility that would accommodate a 3300': paved runway and <br />the State 'also requires a non preCision approach surface, <br /> <br />Mr, 0tt~ then presented an aerial view of the present facility <br />and surrounding area and stated that the current layout provides <br />excellent Wind coverage. There is not a lot of layout shifting <br />that ca~ be done~ the facility layout is very restricted by <br />the railroad tracks, County Road ~116 and County Road #56 and <br />residential ar~a to the north. Three layout alternatives were <br />explored: <br /> <br />Alternative A ends up requiring 17' of fill in order to attain <br />a 23'11 clearance over railroad tracks and 7' of fill in order <br />to attain 15' clearance over Cty. Rd. #116; this alternative <br />is very expensive. <br /> <br />Alternative B involves shifting the runway to the north and <br />relocating Cty.
