(See attachments).

Merland Otto stated that one issue discussed was would the State
support Federal participation in a runway less then 3300' in
length? There is only one way -- plans would have to be prepared
for a 3300, runway and zoning and adequate property acquired for
a 3300' runway. First stage development of the runway could be
2800' with assurance that one day it would go to 3300'

Mr. Otton Presented a couple of airport layout plans for
consideration.

Alternate A - Would shift runway a little to the north for adequate
clearance over railroad tracks. It would require'about 17' of
fill at one end of the runway. Another problem is that the cemetery
would be in the primary surface zone. At the maximum, we would
have to relocate the cemetery. Another solution would be 'to
cut down the trees and replace with shrubbery and apply for a
design variance. Fill would also be required at the north end
of the ~unway in order to clear Cty. Rd. 116~

AP/May 30, 1984
