Commissioner Sieber inquired as to the going rate on purchasing <br />property. <br /> <br />Mr. Otto replied that you generally end up paying higher than <br />the fair market value. The City would have to follow a relocation <br />plan. Affected landowners should not be contacted until the <br />City has an approved acquisition plan. Mr. Otto stated that <br />getting 90% reimbursement from Federal government is not a sure <br />bet; they can pull away from participating in land acquisition <br />in the second 1000' of the A zone since they only require fee <br />title in the first 1000'. Public use areas, approach areas, etc., <br />are eligible for Federal funding and anything that produces <br />revenue is not eligible. <br /> <br />Commissioner Greenberg inquired if businessmen can make donations <br />towards airport development. <br /> <br />Mr. Otto replied that businessmen could donate by way of free <br />grants to the City. <br /> <br />Chairman Ippel created a scenario of land being donated and <br />whetherlor not that specific piece of land would be credited to <br />the City's 10% obligation or would it be considered part of the <br />total land acquisition package. <br /> <br />Mr. Otto stated he would research the mechanics of land and <br />fundingdonations. <br /> <br />Mr. Otto also stated that non-profit local development corporations <br />could play an important role in airport development and he would <br />research the mechanics of this also. <br /> <br />Motion by Commissioner Siebert and seconded by Commissioner <br />Sieber to proceed with Airport Layout Plan Alternative B and <br />set a target date of August 15, 1984 for the next public meeting, <br />pending completion of the necessary studies. <br /> <br />Motion carried. Voting Yes: Chairman Ippel, Commissioners <br />Donovan, Sieber, Morrow, Siebert and Greenberg. Voting No: <br />None. Absent: Commissioners Patz, Soderholm and Moen. <br /> <br />Commissioner Donovan referred to the May 16, 1984 public meeting <br />minutes.and a citizen comment regarding how much. weight will be <br />given to citizen opposition when the time comes to make a decision <br />on the airport. <br /> <br />Commissioner Sieber stated that it will have to be a personal <br />decision on the part of each member. <br /> <br />Chairman Ippel stated that it will surely carry weight if every- <br />one we come in contact with is opposed to the airports <br /> <br />Commissioner Greenberg stated that he doesn"t like the 'idea of <br />property owners not being contacted until there is an approved <br />acquisition plan in place. <br /> <br />AP/May 30, 1984 <br />Page 3 of 4 <br /> <br /> <br />
