been accomplished.

Chairman ZPPel also noted that Council has approved a city-wide mailing
regarding lthe public meeting to be held May 16, 1984 and Aviation Day to
be held June 2, 1984.

Chairman ippei stated that the Metro Council Airport Commission is interested
in attending the May 16, 1984 public meeting.

Commissioner $ieber inquired if Ramsey isn't outside Metro Airport Commission
jurisdiction.

During the discussion that ensued, it was brought out that the Metro Council
is only interested in Ramsey's Airport Master Plan as a planning document;
the Metro Airport Commission has no designs or plans on either taking over
Gateway North.at any point in time nor do they have any objection to this
facility being there at any point in time.

Commissioner Donovan stated that there should be maps and~a three dimensional
air space model available for the public meeting. Commissioner Donovan also
suggested that Mr. Fortman be requested to attend the public meeting; that
he made a very good presentation to the Airport Commission and would be able
to answer 'a lot of the public's questions.

Commissioner Donovan also suggested that the public meeting not be conducted
in a defensive manner; that the meeting is to listen to the public and not
to react to the public.

Commissioner Sieber stated that at the regular meeting that is to be held
immediately preceeding the public meeting, an explanation be given regarding
the decision to spend $8000 on an Airport Master Plan.

Mr. Koshak stated that a survey will be taken of Ramsey, Elk River and Anoka
businesses and pilots regarding airport useage. Mr. Koshak then presented
copies of a sample questionnaire.

The CommiSsion proceeded to review the questionnaires and made the necessary
revisions .to make the survey applicable to Gateway North.

commission consensus is that a cover letter should accompany the survey
stating the current situation of Gateway North and the proposed improvements
being studied and whether or not those proposed improvements are warranted.
The cover ~etter should also indicate that the Airport Commission is trying
to identify ¢~rrent use and potential use of Gateway North. The cover
letter should also make note of the public meeting to be held May 16,
1984 and Aviation Day to be held June 2, 1984. The cover letter should also
indicate that the Ramsey Airport Commission meets the third Wednesday of
each month.

Mr. Koshak suggested that AVTI students could make follow-up calls regarding
the survey.

CommissiOner $iebert stated that he can speak for Mr. Patz and knows that
Mr. Patz would be interested in having student participation in the project.

Mr. Koshak stated that it has also been suggested that the survey include
a 30 day airport activity report and a noise level study.

AP/March 21, 1984
