Commissioner Sieber requested some type of ballpark figure for development of <br />the airpo~tl and cost of a Master Plan. <br /> <br />Mr. Fortman~stated that the airport development could be anywhere from <br />$1,000,000 to $2,000,000. <br /> <br />Mr. Koshak stated that the Master Plan cost could be from $8000 - $15,000 and <br />it would take about 6 months to prepare. Land acquisition and zoning can't <br />begin until after the document is complete and Council approves. <br /> <br />Airport commission consensus is that the next regular meeting will be on <br />December 14~ 1983 and Chairman Ippel authorized Mr. Schnelle to place the <br />Airport Cu~t~isSion on Council's December 20, 1983 agenda regarding authorization <br />to order an'Airport Master Plan. <br /> <br />Jim Fortmanstated that there will have to be a contract between Council and <br />consultant for the Master Plan Study. After that contract is signed, you <br />will need a State Aid Agreement between the City and State and preparation <br />of the Master Plan must not begin until the State Aid Agreement has been <br />approved. <br /> <br />Mr. Fortman noted that the problems at Gateway North are unique, but not <br />unsurmount~le. Mr. Fortman stated that the Aeronautics Division promotes <br />civil aviation .but it does not sell airports. A need has to be evident <br />within the citY, if it isn't, the airport will fail. <br /> <br />Commissioner Sieber inquired if there are any other plans for an airport in <br />this area. ~ <br /> <br />Mr. Fortman replied that Metro Council is looking at a System Plan for the seven <br />county metro area; it is planned for somewhere in western Hennepin County. <br />Metro Council could stop Gateway North from doing something that conflicts <br />with thei~ airport but Gateway North would not have to be one of their <br />airports. Mr.-Fortman recommended that the Commission review Metro Council's <br />System Plan. <br /> <br />Commissioner Donovan inquired as to how increased air traffic would affect <br />residential neighborhoods. <br /> <br />Mr. Fortman replied that it depends on the individuals. By Federal standards, <br />noise would not be a problem with the type of aircraft at Gateway North. <br />There might be a problem if you define noise by engineering standards. <br /> <br />Chairman IpPel thanked Mr. Fortman and Mr. Nemec for attending tonight's <br />meeting. <br /> <br />COMMISSION INPUT <br /> <br />Commissione~ Greenberg stated he is meeting with Anoka EDC in December. <br /> <br />Chairman Ippelpresented copies of a map put out by Waste Management Board <br />showing the'proposed hazardous waste site and actual approved site in <br />Ramsey. (See Attachment I). Chairman Ippel stated that one of the reasons <br />the approved site is as small as it is is ~bs~ause of the airport and the <br />height restrictions it would have incurred on potential smoke stacks <br /> <br />Commissioner Morrow presented copies of an ad he has prepared as an effort <br />to determine ~fiterest in fixed base operation at Gateway North. <br /> <br />AP/November 16, 1983 <br /> Page 4 of 5 <br /> <br /> <br />
