Voting Yes: Acting Chairman Greenberg, Commissioners Ippel, <br />Morrow, Patz,~Sieber and Moen. Voting No: None. Absent: Commissioners <br />Siebert, DonoVan and Soderholm. <br /> <br />COMMISSION~BUSINESS <br /> <br />Case #1: i~ity=.Eng.ineer's Report On.~ateway North Industrial Airport: <br />City EnginleerlRaatikka introduced Mr. Larry Koshak of Hakanson/Anderson. <br />Mr. Koshak presented two exhibits: <br /> <br />1. Aerial photo of the airport area. <br /> <br />2. Map showing original layout of the airport that was defined in a <br /> reportlprepared in 1978. This map pointed out the mod~fica$ions <br /> necessary to upgrade the airport. <br /> <br />Mr. KoshaN stated that in 1978 Council directed the City Engineer to prepare <br />a study aZ to the feasibility of developing a public airport on the subject <br />site uti~:~zing State and Federal funds. City Engineers then prepared a <br />study under the guidelines of Federal and State standards for a utility/ <br />Stage 2 t~pe airport (aircraft less than 12,500 pounds). They reviewed the <br />subject site based on the Federal criteria so that should it become a <br />project, tt cbuld become eligible for funds from those Government agencies. <br />The report prepared in 1978 found that Gateway North would not meet the <br />criteria. <br /> <br />Mr. KoshaN stated that Mr. Greenberg has requested the City to review the <br />present $~te. again and this issue has been directed back to the City Engineers. <br />The Engineers. have met with Mn/DoT A~ronautics Division and we have come to <br />the conclusioh that the site could meet minimum standards under certain <br />conditions, The conditions that would make Gateway North a feasible site <br />are: <br /> <br />Raise ithe runway on the southeastern end so that the criteria for <br />clearance over a railroad track of 23 feet on the approach zones <br />would be met. <br /> <br />2. To displace one of the thresholds which would allow another 300 feet <br /> ofrunway. <br /> <br />3. Relocate Hwy. 116. <br /> <br />Mr. Koshak defined the following: <br /> <br />Threshold or overrun - 300 foot area extending from the ends of the runway. <br /> <br />Clear Zone -!2000 foot area extending from the ends of the runway to be 1100 <br /> = feet wide at it's outside edge. <br /> <br />A~/September 21, 1983 <br /> Page 2 of 8 <br /> <br /> <br />
