Commissioner IPPel inquired as to VoTech's position regarding the airport.

Acting Cha~rma~ Greenberg replied that VoTech's position is that if the airport
is not upgraded, they will relocate. VoTech also wants the parking lot and
driveway upgraded.

Commissioner Seibert stated that he taught for VoTech and is familiar with
their position. VoTech is looking for a facility that will allow students a
real hands'on experience hold a students interest. Interest in flight training
at VoTeoh has ~dropped off and they feel the reason for it is because Gateway
North needs so much upgrading. Commissioner Seibert noted that when he was
teaching at the VoTech student enrollment was about 40 per year. The VoTech
also had ground school classes that met 4 nights a week with as many as 30
students P~r class on a year round basis.

Acting Chairman Greenberg stated that VoTech will work with the City because
they are very interested in airport and community development; that it would
be a cost sharing issue if it was municipally owned. Gateway North is the
only private facility training flight controllers in the U.S.

Acting Chairman Greenberg suggested that the Airport Commission meeting to be
held in October be conducted at Gateway North in order to better understand
what is there and what the possibilities are.

CommissiOner IPpel suggested that all Commission meetings be held at Gateway
North.

Commissioner Donovan replied that conducting Commission meetings at the airport
could create a certain slant.

Mr. Schne~le stated that Council will be adopting an ordinance spelling out
the purpose of the Airport Commission. He then noted that this Commission
needs to create an agenda; that the Commission will want to meet with the
State to findout the parameters and whether or not Gateway North will
qualify as a municipal airport and the Commission will want to meet with
the City Engineer to find out what upgrading will be required in order to
receive Federal funding, the cost of that upgrading and what the maintenance
costs will be for the City. Mr. Schnelle pointed out that an airport is an
abstract asset to the community by way of real estate taxes gained from
businesses locating in the city because of the airport.

Acting Chairman Greenberg stated that one of our primary functions is to
bring employment to this area and the airport is a tool for that. Gateway
North locatio~ just qualifies, with some upgrading, for Federal funding.

Motion by Commissioner Ippel and seconded by Commissione~ Donovan that the
Airport C~n%m~ssion meeting in September be held at Ramsey Municipal Center
with a re~res'entative from the VoTech present to provide input; further
that the Airport Commission meeting in October be held at Gateway North
Airport with a representative of the State Aeronautics Board present to
provide input.

Motion carried.
