Councilmember Co, ok stated that there are landowners that are already "crunched" and he would <br />like to see the 0fflc!al mapping process happen so that the City has the ability to start negotiating <br />for the land, <br /> <br />Mayor Gamec t~eplied that he thought the City was better off allowing the property to be sold and <br />developed to certain standards. <br /> <br />Councihnember Strommen noted that at some point the land would have to be acquired to allow <br />for the improvements to Highway #10 to occur. <br /> <br />Ms. Ruehle exPlained that the most immediate project would be the interchange at Ramsey <br />Boulevard. She also explained that there are several levels that have to be completed before the <br />City could star~ acquiring property. <br /> <br />Mayor Gm~ec replied that the reality is that the funds are not available for land acquisition. <br /> <br />City Administrator ~Norman stated that if the City does not go through this process no one else <br />will. <br /> <br />Councilmember Zimmerman stated that the Council needs to be responsible as City leaders and <br />do their part to improve Highway #10. <br /> <br />Mayor Gamec repli~ed that within the Mississippi subdrainage district they need to either allow <br />people to develop their land or pay the property owners back for the pipe that was installed for <br />development. <br /> <br />City Administrator Norman noted that the pipe within the Mississippi subdrainage district is a <br />separate issue. <br /> <br />Councilmember Cook stated that he would prefer to have the City pay for the pipe rather than <br />allowing for develoPment to occur and having to pay a lot more for property acquisition in the <br />future. <br /> <br />Mr. Tinklenbcrg replied that the City needs to find the balance that allows for some development, <br />within the guidelines the City develops, and yet meets the goals of the City. <br />Councilmember~ Coi~k stated that the problem is that many property owners are tired of being in <br />limbo. They want to know what they can or can't do with their property. <br /> <br />Ms. Ruehle eXPlain~ed that the City could implement the H-1 ordinance to cover the City until the <br />official mapping is completed or they can adopt the H-1 ordinance along with the official map. <br />One of the things The Tinklenberg Group has discussed is holding a public meeting with the <br />property owners to provide an opportunity to explain what the guidelines and limitations would <br />be and then after the public meeting have the Council make a decision on those restrictions. <br /> <br />Councilmember Pearson inquired if an official map can be put in place before an environmental <br />impact statement is completed. <br /> <br />City Council Work Session/January 6, 2004 <br /> Page 5 of 13 <br /> <br /> <br />
