City Administ~ator~ Norman noted that staff is proposing that the H-1 land use ordinance be <br />adopted along With ithe official mapping process. <br /> <br />Assistant CommunitY Development Director Olson noted that if the Council were to extend the <br />moratorium they cOUld negotiate with the property owners if they want to develop and ask for an <br />exception. <br /> <br />Ms. Ruehle stated that one of the advantages to putting together the H-1 ordinance side by side <br />with the official map is it provides more of an opportunity for the Council to meet with the <br />property owners. <br /> <br />Councilmember CoOk inquired as to what will protect the City from development occurring once <br />the moratorium expires and before the official mapping process is completed. <br /> <br />Assistant community Development Director Trudgeon noted that the time aspect of getting a <br />project through~.the planning process will impact some of that. <br /> <br />Councilmember Cook noted that he was not willing to extend the moratorium. <br /> <br />City Administrator Norman replied that staff was not asking for that. <br /> <br />Mr. Tinklenberg stated in terms of the public discussion they would propose holding an open <br />house where they Would have some of the mapping issues along with the ordinance issues <br />available for the property owners to review. An open house forum provides for a much less <br />formal environment. Members of The Tinklenberg Group along with City staff would be at the <br />open forum to answer any questions. <br /> <br />Consensus of the COuncil was to have The Tinklenberg Group work with staff on scheduling an <br />open fonm~ scsgion iwith the property owners along Highway # 10. <br /> <br />1 a) Mississippi iSubdrainage District 1 <br /> <br />Assistant Director of Public Works Olson explained that the last time they discussed the <br />Mississippi Subdrainage District 1 issue, staff was directed to discuss with the property owners <br />to see i f they would be willing to negotiate for the land. Staff has contacted each of the property <br />owners and provided their responses to the Council for their review. Mr. Olson also noted that <br />the City has received a received a request from Mr. Hickman, owner of Plants and Things, that <br />the pipe be extended to his property to allow for future development. <br /> <br />City Administrator Norman provided a brief review on the history of the project. <br /> <br />Assistant Director of Public Works Olson noted that the second portion of the project has not <br />been completed and yet the property owners are being taxed for the pipe. Mr. Hickman has been <br />paying taxes on the Pipe and he wants to develop his property, but is not able to do so without the <br />pipe unless he places ponding on the property. <br /> <br />City Council Work Session/January 6, 2004 <br /> Page 7 of 13 <br /> <br /> <br />
