Councihnember Elvig stated that he would like to find some purpose for the building before they <br />discuss moving it. iHe recommended that the EDA research what the opportunities for use are at <br />the existing location as well as a new location. <br /> <br />City Administrator Nelson noted that staff has talked about using the site for community <br />purposes such as meetings. <br /> <br />Consensus was to forward the issue to the EDA to research possible uses. <br /> <br />3) Conceal and Carry Law <br /> <br />City Administrator:Norman explained that the Conceal and Carry Law was discussed during a <br />work session On JUly 29th, and the City Council provided direction to City staff to begin to <br />incorporate rules i~ the Personnel Policy to prohibit employees from possessing firearms in the <br />work place as Well as direction provided for signage in the work areas of City Hall. City Council <br />told staff that there may be further direction Council would like to consider and the topic was <br />placed back onthe work session agenda for further discussion. <br /> <br />Mayor Gamec Stated that it was his recollection that the Council directed staff to post signs that <br />state guns are not al~lowed on the premise. <br /> <br />Police Chief 'W~ay replied that the signs would be posted in violation of State law so the Police <br />Department W6uld r not have a way to respond if someone were to bring a weapon into the <br />building. <br /> <br />Councilmember ElVig stated that they should post the signs at the door that states guns are <br />prohibited and if someone challenges the sign they can change it. <br /> <br />Police Chief Way replied that if they do that it is against State law and if someone comes in with <br />a firearm they can't'do anything about that. <br /> <br />Councihnember Elvig stated they needed to continue to look for a "wrinkle" in the law. <br /> <br />Councilm. ember Zimmerman stated that he was somewhat uncomfortable going against State <br />law. <br /> <br />Mayor Gamec s~tated that there have been other cities that have posted such signs and he has not <br />heard of any problems. He noted that the League of Minnesota Cities is working on some <br />language changes to the law that would give cities some additional rights. He stated that he <br />would personally not be opposed to posting the signs. <br /> <br />Councilmembe~ Strommen stated that when they previously discussed the issue it was discussed <br />that other cities and counties have posited signs in defiance of State law.
