In addition to showing proposed expenditures <br />for current oper~ion~, it shall show proposed capital expenditures to be made <br />during the year ~d the proposed method of financing each such capital expenditure. <br />The total proposed operating budget to be provided from the property tax shall not <br />exceed the amoun~ authorized by state statutes and this charter. Consistent with <br />these provis±onS., [:the! budget shall contain such information and be ~n the form <br />prescribed by ordinance and by state statutes. The city council shall hold a public hearing on the <br />long-term finanCi~al plan and adopt it by resolution with or without amendment. The <br />financial plan shalll consist of four programs as specified in sections 7.05.02. <br />throug~ 7.05.05.!whilch follow. <br /> <br /> 7.O'5i02.~ The Public Service Program. The program shall be a continuing <br />five-year plan if~r a]-I public services, estimating future needs for the public health, <br />safety and welfare Of the city.
