The total proposed operating budget to be provided from the property tax shall not exceed the amoun~ authorized by state statutes and this charter. Section 7.0§ Lohg-term Financial Plan. 7.05.O1. The city council shall have prepared a long-term financial plan of at least five !yea~s commencing in the calendar year 1984. This information shall be revised and extendedI each year. The city council shall hold a public hearing on the long-term finanCi~al plan and adopt it by resolution with or without amendment. The financial plan shalll consist of four programs as specified in sections 7.05.02. throug~ 7.05.05.!whilch follow. 7.O'5i02.~ The Public Service Program. The program shall be a continuing five-year plan if~r a]-I public services, estimating future needs for the public health, safety and welfare Of the city. It shall measure the objectives and needs for each city departmeng,'thq standard of services desired, and the impact of each such service on the a~nual operating budget. pg.7-2/7
