Any ~ers6n whose name appears on a petition to the council for a <br />local improvement~, or. on a petition to the council against a local improvement, <br />may withdraw his/Her ~ame by a statement in writing filed with the council before <br />such petition is presented to the council or in person at a public hearing. <br /> <br /> 8.05.02. ~egardless of the provisions in Section 8.05.01., when less <br /> <br />than 80 percent !o~ t~e estimated cost to the city of a proposed local improvement <br />is to be paid f~r~by special assessment, excluding minor ordinary expenses incurred <br />in the course o~ ~it~ affairs within the sixty day period after a public hearing <br />has been held o~ ~he~proposed improvement, a petition may be filed with the council, <br />signed by a num~e~ o~ voters greater than 50% of the number of registered voters at <br />the time of the l~st ieity wide election, protesting against either the improvement, <br />or the financing ~etBod~ or bo~h. In this event~ the council shall not proceed wi~h <br />the improvement ~ p~oposed. <br /> <br /> 8.05.D3.,The city council shall follow the uniform contracting law for <br /> <br /> and~r!eceSving bids. In the event the lowest responsible bid exceeds <br />advertising <br /> <br />the cost estimate as! provided for in Section 8.05.01 by more than 10%, then no <br />contract shall b~ le~, and in order to implement the proposed improvement, it shall <br />be necessary to institute the proceedings for such improvements DE NOVO. <br /> <br />pg.8-4/7 <br /> <br /> <br />
