TITLE AND P~RPOSE PUBLIC IMPROV~fENTS SPECIAL AS SESSMF. NTS Subdivision 1. Title. It is the purpose of this Code to provide ~he p~ocedure for initiating, constructing, maintaining, and financing [local improvements and the imposition of special assessment8 · AUTHORITY This code is enacted pursuant to the Home Rule Charter of the City of Ra~msey (hereinafter referred to as the "Charter"), Chapter 8.03. DEFINITION8 Subdivision 1, For the purpose of this Code the terms defined in this sec=i~n Shall have the meanings ascribed to them. Subdivisio~ 2. "Abutting Property Owners" refers to the owners of real PrPpe~ty in the City of Ramsey, which parcels abut upon a proposed .I~cal improvement and benefit from the improvement. Subdivision 3. "Benefit" refers to an actual increase in the fair market v~lue of a parcel of realty as the result of a local improvement. Subdivisio~ 4~ "Benefited Property Owners" includes both abutting a~d ~on-abutting property owners who benefit from the improvement. Subdivisio~ 5~ "City" means the City of Ramsey. Subdivis~on 6.' "Clerk" means the Ramsey Clerk-Administrator. Subdivision 7.; "Council" means the City Council of Ramsey. Subdivision 8~ "Improvement'' means any type of improvement made under authority granted by the Charter of state law. Subdivision 9. "Local Improvements" shall mean a public improvemen~ f~nanced partley or wholly from special assessments. Subdivision 10. "Newspaper" means the official newspaper of the City. " Subdivision 11~. "Newsletter" means a letter published by the City at regular intervals at least six times each year.
