Control towers <br />are for ~x)htr(~lllng ground traffic. <br /> <br />Mr. Otto ~ NO. ted that there would have to be at least 200,000 annual <br />operatior~i at !an airport before it would even be considered to qualify for <br />a contr0/'-l~owgr.
