and liveli~ood. The landfill is not adding to property value and the
people a~E pa~ing for that; the people will have to pay for a solution to
the high!~ ~te~table; and now even if a home is not directly affected by
the airpg,£ ~, ~.e people will be paying by way of a property value decrease.
People b~ ~ht~in this particular ~all residential area in good faith and
they have ~ee~ paying for it ever since. These people were told they would
not have~,~ ~te~ in their basements, there would be no C130's in their back
yards an~ ~heilandfill would be developed as a recreational area. Mr.
Warhol s~ .~ed~that he is not in favor of the airport project; that the
project ~ ad~'ng a burden above and beyond what the people in this area
should be ~tlthrough.

R.G. Milder -114726 Ramsey Blvd. - Inquired if Barton Sand and Gravel will
be allow~e~,.i to!operate until the airport project is settled or will their
operatio~ hot ibe allowed to start.

Mr. Harti~y t Replied that airport zoning would have an impact on a
proposed lu~e ~uch as that of Barton Sand and Gravel. With respect to
Barton'S, ~selbeing temporary between now and the time of airport
develo~.~.,, ~hat is a decision that the Board of Adjustment would have to
consider~ i! It ~is clear that airport zoning would not permit the sort of use
Barton is ~pro~osing.
R.G. Mil!e'r -~Stated that he is in favor of the airport project because he
would ra~r ~ee planes than asphalt trucks every few minutes. Mr. Miller
stated t~&t h~ can't see letting Barton build and the city having to buy
him out W,B~n ~t2hey knew the airport was coming.
Mr. Hart~ey -~[Stated that as he understands it, Mr. Miller would like to
see a po~i~y ~tatement in the zoning ordinance that would state that these
kinds of i~u~es iwould not be permitted even on a temporary basis.
R.G. Mille~ -i Stated that if the city lets the Barton Sand and Gravel
Company p~op~rty begin to develop, it will cost more to acquire that
property at a ilater date.

Mr. Jack IPPe! - Airport Commission Chairman - Stated that the Airport
Commissign~me~-~ during recess to discuss the Barton Sand and Gravel proposal
for an a~ha~t plant. The Commission passed a motion to inform the
Planning _a~.~d ~oning Commission that the Airport Commission is opposed to
the granting ~f a conditional use permit requested by Barton Sand and
Gravel o~ ~he ibasis that it conflicts with the current Comprehensive Plan,
the prop~d ~,acility location is adjacent to a residential neighborhood
and the potential impact to Gateway North Airport and the current process
of creatln~ a~ airport zoning ordinance.
Mr. Hartle~ -!Explained that Barton Sand and Gravel is the new owner of
land im~d~at~ly north of the airport and they are requesting a conditional
use permitilto !operate an asphalt plant at that location. The request is
before t/~e~ ~Pl~nning and Zoning Commission at this time because the airport
zoning ord~n~ce~ is not in place.
Joe sentyr~ - 6726 137th Avenue - Inquired as to the number of operations
Airport Zoning Board/March 11, 1987
