110 EAST Ii7TH STREET " HASTINGS, MINNESOTA 55033 o (612) 437-9023

March 18, 1987

Mayor and Members of the City Council
City of Ramsey
Ramsey MUnicipal Building
15153 Now~hen Boulevard N.W.
Ramsey, ~ 55303

RE:

Proposed Airport Zoning Ordinance - Gateway North Industrial
AirpOrt

Ladies and Gentlemen:

The purpose of this letter is to provide further comments to
the proposed iRamsey Airport Zoning Ordinance which was the subject
of the hearing at the City Municipal Building on March 11, 1987.
Tom Thumb Food Markets, Inc. has owned and operated a convenience
store zn Ram ey since 1974, as long as the City has been in exis-
tence. Th~is~convenience store provides gasoline service and con-
veniencei~oods and services to the citizens of Ramsey. We believe
that the~to~.e has been a good thing for Ramsey, and citizens of
Ramsey havre apparently appreciated our store, because they have
patronized it and the store has historically been profitable for
us. Your ~.ipr~.posed ordinance puts our store directly into Safety
Zone A, Which we understand means that if the ordinance is adopted,
our store 'can no longer exist.

We ar.e alarmed and very concerned. As you know, if we are
forced to.trY to relocate, we would have to acquire property which
is simila~ to that upon which our store is presently located. Pro-
perty at.l{amSey is now very very expensive. We would also have to
go to the ,ad~ltlonat expense of constructing a new store, restocking
it, and gO..ing through extensive advertising to inform the public
about the .,flotation of this store and its existence. That involves
more eXper~se.~ As we understand it, the City of Ramsey at the pre-
sent time,;do~s not have a firm purchase agreement with the owners
of the ex!sting airport for the purchase of that airport. We also
understan~ that the City has no definite financing lined up to
finance the airport or to finance any of the additional property
(including our store) which the City is going to have to acquire
if the pr~,poSed plan does go through.

From'our viewpoint this whole situation is both worrisome and
