Patrick Kenned~
7231 15]_~t Avel~ue NW

March ]_9', 1987 ~'

RE; Gateway i~dustrial North Airport Zoning Ordinance.

City off Ramse~ ..~
Zoning Board/'O~ty Oouncil

I have attend~ your meetings, and studied your proposed airport plans~ and I feel
it is prematu~% to: begin a zonSng ordinance, as the entire plan is no~ a

i~]verythSn~ abO~t t~is plan is either "minimum" or just enough to get by, and Ramsey
deserw~s the ~st.~ (landfill proximity, Highway and railroad safety, residential
~for~ the people of R~nsey, etc.)
safety, regard ~

On the South a~d o~ proposed runway, you plan for the Air corridore to cross over
Burlin~ton No~herh Railroad Mainline Track at an elevation of 22 feet~ or is it
2~ feet?~ aboFd To~ of Rail. The State of Minnesota Statutory Vertical Clearance
minimum i~ 22 ~eet~ above Top of Rail to Obstruction., for General~ thru Bridges~
Highway ~ridg~, T~nnels, and through Buildings and Doors. These are "Fixed Ob-
structions'. ~ .~

I'm wondcrir~g ~f someone mistook Statutory Vertical Clearance for "Fixed Obstruct-
ions" bo mean~ :~or ~nclude Airport Corridors~

Burlington No~her~ operates Double-track Mainlines from Fridley Northtown Yard~
to the West co~st~'~ and transports a multitude of Hazardous placarded~ and Flammable
placarded c;~r~ as~ well as other dangerous commodities. Statutory clearance is
~inimum cleara~ce,~ but not to be confused with the other requirements your airpot
must meet unde~ var~.ous Government Agency to safely operate near these nazards~

~, logical ex~91e Would be the same as if your Airport were operating over an in-
dustry with haSard~us wastes, and or materials~ or toxic chemicals~ How high would
your corridor~nee~ to be~ to safely operate over them~~ What then is the closest
you can fly o~r ~ e s~ae substance, moving 60 MPH~ over top of Railroad Cars. (not
· top of rail~ a~ used for clearance~ I already know that I am right on this~)

If Lhe C~.ty ofjR~ey doesn't care to notice this error, and continues to attemt
zoning~ and b~g th~s Airport in the present unsafe plan, I feel compelled to
notify the pr~o~er ~gencys ~d enforcement, to protec~ my personal interests~ and
~;hose of the rSsi~nts of this community.

To try to cor:rect ~this error later, would mean at a 40;1 corridore ratio~ that
for every foot ~yo~[ must raise the corridore~ you will need to move 40 feet North~
a.aa mf ~or e~ple~ Gust ~0 more feet clear.nee are-requzrea~ tn.e Alrport would
need to shif~ i,2~ feet addit~.onally. Zone A would be exte~ded~ more property
woul0 need ~m be ~ought , County Road 56 wouldn't have proper overhead clearance~
ant. would prob~bl~ need to be moved West~ to obtain clearance. Most importantly
~he residents Of ~amsey ~ ..... ~ ~ ~ '~
~ould ce o uuck wroth ~he aaaed

~for t~.(~ (;:%_ty :C~uncil to get off the hook~ they can place the airport issue before
the '~:,ople o~:~ ~ B~llot. (The Fair way, the Democratic way~) If the, people through
petition havc~_ ~'o 4b this, the City Council will be identified as no~ being capable
use good ju~geraent. The City Council should Be ~penaing their time protecting
~ ts resident~~ ~ro~ such ill-pl~ned, ill-conceived plans.
Sincerely, ~ .~
