MEMO

TO: Dave Hartiey, City Administrator
FROM: Merland O~to, Hakanson Anderson Associates,
DATE'. March 30, 1987
RE: Airpor~ and Burlington Northorn Railroad

Your March 24~[ 1987 memo requested that we clarify the issue of the
airport's im9~ctlon the railroad and any review that has taken place
in this regard, i

Federal Avia~ioniRegulation Part 77.23 defines the necessary approach
clearances f~ d~termining obstructions. Said regulations require 23'
of clearance~ve~ all railroads - that same height being the standard
for all railrdad tunnels in the United States. Thus, any and all
material transported by rail is restricted to less than 23' in height.

Mn/DOT, Divi~ioniof Aeronautics and FAA review the ALP. No other
review is r~ir~d as long as the minimum approach clearance of 23'
over the raii~oad is maintained.

From a practical standpoint, a qu~ck look through the Minnesota
Airport Direo~ory shows numerous airport/railroad circumstances
similar to G~ewSy. Among these are airports at Bagley, Barnsville,
Clarissa, Cl~r Sake, Crystal (Mpls.), Hallock, Lakeville, Park
Rapids, Perha~, ~ipestone, Sandstone, Walker, Willmar and Winona.

If you need a~di~ional information, let me know. At the same time, we
have recommendediobtaining an easement over the railroad right-of-way.
Thus, open~ng~a line of communlcatl n may be desirable.
