Mr. W.~yn~ Knudson is requesting preliminary plat approval of <br />Whirring Pines Estates Plat 5. ~he parcel is located on the south- <br />wes~ ¢~or~er of the intersection of 153rd Avenue NW and Armstrong <br />Blvd. {'~.i ~he plat consists of six residential lots with an average <br />size Of 2.5 acres (actual sizes range from 2.07 acres to 3.12 acres) <br />and the construction of 152nd Avenue NW. The construction of 152nd <br /> <br />Aven~ 1~ is based on a recommendation from the Planning and Zoning <br />CommiSsiOn which is based on Section 170.038B(2) of the City Code <br />regar~in~ streets in suk~ivisions. ~his section states "the arrange- <br />ment ~f ~treets in new subdivisions shall make provision for the <br />continua ,tion of existing and future streets in adjoining areas". The <br />Com~iSsiOn reviewed the sketch plan for this plat on October 1, 1985. <br />~he iC~mm~ssion conducted a public hearing on the preliminary plat on <br />November ~, 1985. Many residents in the neighboring Whispering Pines <br />Estates ~lat 2 were opposed to the construction of 152nd Avenue NW as <br />preS~ente~ by the developer. ~he Commission recommended approval of <br />the ip~/el~minary plat contingent upon compliance with items noted in <br />the iC~ty !Engineer's review and variances to the lot sizes, certain <br />soil~ ~r~ngs, and for access from 153rd Avenue NW. The Commission <br />alsQ ilpro~ided that the Council may consider cul-de-sacing 152nd <br />Ave~.u~ NW from the west in the event a sufficient petition for black- <br />toppi~ing {is received by the November 26th Council meeting from <br />prol~e~ty !owners on Hedgehog Street 1~ from 153rd Avenue NW to 151st <br />Avenue NW and along 152nd Avenue NW.
