Major Council accomplishments in 2013-14 <br />• Worked with partners and the public to create Thrive MSP 2040, a Tong -range vision <br />and plan to ensure the region remains vital, prosperous and competitive long into the <br />future. The plan was adopted in May 2014. <br />• Led a series of water supply studies, to be completed in 2014 and 2015, to help ensure <br />a sustainable water supply in the region for coming generations. <br />• Opened service on the METRO Green Line, light rail connecting downtown <br />Minneapolis and downtown Saint Paul. The transit project created 5,445 construction <br />and other jobs. <br />• Adopted a Transit -Oriented Development (TOD) Strategic Action Plan, approved a TOD <br />policy, and created a TOD office within Metro Transit to lead TOD implementation. <br />More accomplishments online at www.metrocouncil.org/accomplishments <br />Council revenues and expenditures <br />The Council relies on several funding sources. In 2013, 39% of the Council's revenue came <br />from user fees for wastewater treatment and transit services, and 47% from state and federal <br />funds. About 10% of revenue came from a seven -county property tax and 4% from other <br />sources. <br />The Council's 2013 budget expenditures totaled $829.1 million. The operating budget of <br />$574.3 million (69% of expenditures) covered daily expenses, mostly for regional transit <br />service and wastewater treatment. Debt service (18%) covered payments on the Council's <br />long-term capital bonds and loans.
