May 14, 2014 <br />Location: Fbrama>H.:Drive>15153>RndingsFeport <br />OM C STUDY GROUP <br />BACKGROUND: <br />In July of 2013, the City Council directed gaff to formulate a collaborative public input process <br />consisting of various stakeholders; including: surrounding property owners and at large Ramsey <br />residents. The purpose of the process is to understand under what circumstances a data center <br />development would be an acceptable use for the Sabject Property. <br />The outcome of the OMC3udy Group process is t his document (Findings fport). The Ramsey City <br />Council will utilize this RndingsPeport as future land use policy decisions are considered for the Sabject <br />Rfoperty. ThisRndings/port includes both (A) detailed public input, and (B) detailed analytic <br />information. <br />An opportunityto participate in the OMC3udyGroup was advertised via the City's newsletter, direct <br />mail and email. The City received interest from thirteen (13) Ramsey Residents to participate; and, each <br />resident was accepted. In addition to said thirteen (13) residents, the City Council also appointed one <br />(1) board member from the City's EDA, PC and City Council to participate. In total, the OMC3udyGroup <br />consists of sixteen (16) Ramsey residents. <br />The OMC3udyGroup met five (5) times from November 2013 to March 2014. In summary, OMC3udy <br />Group first identified a comprehensive list of issues/concerns related to a data center development. <br />Then, subsequent meetings were scheduled to discuss each individual issue/concern. Pervious to each <br />meeting, the City developed and distributed Supplemental Information Packets, which, provided <br />detailed analytical information regarding each concern/issue. SapplementalInformation Packets were <br />used as a foundation to OMC3udy Group conversations and input; which, included proposed issue <br />mitigation techniques.
