A map was prepared by staff showing historical areas that had experienced high water. This map was incorporated <br />in the Surface Water Management Plan. <br />2011 <br />The 2010 — 2011 winter saw high snowfall. The City received 22 complaints about high water in backyards. Staff <br />determined that the complaints fell into 3 categories: <br />A - Water ponding outside of easements <br />B - Water ponding in public right of ways, and <br />C - Water ponding in drainage and utility easments. <br />Studies were prepared for properties in the A category and several projects were approved for correcting the <br />drainage problems. Several more projects that were studied were postponed for budgetary reasons. Properties in the <br />B category were slated for inclusion in street maintenance projects in the area, the work generally consists of <br />replacing failed culverts. Review of properties in the C category indicated the water was contained in the drainage <br />and utility easements, downstream culverts and channels were checked, no further action required. <br />2014 <br />Staff received several complaints regarding high water on properties. Council members also received calls from <br />property owners. The affected residents have been notified that their concerns will be brought forward at the <br />February Public Works Committee meeting. <br />Timeframe: <br />Estimated time for this discussion is 20 minutes. <br />Observations/Alternatives: <br />The City has responded to high water concerns in various ways in the past. The attachments include memos and <br />council meeting minutes and a lists of properties reporting flooding concerns. A map will be projected at the <br />meeting. <br />Funding Source: <br />Specific improvements are not proposed with this case. The funding source for the 1985 actions was not specified. <br />Storm water improvements after 2000 have been funded from the Storm Water Utility account. There are <br />increasing demands for stormwater improvements including resident concerns as noted above and construction of <br />storm sewer in conjunction with street reconstruction projects and annual maintenance. A comprehensive look at <br />projected expenditures from the Storm Water Utility account is needed. This will be initiated with the case brought <br />to the February Public Works Committee Meeting. <br />Recommendation: <br />Staff recommends reviewing the attached information in preparation for the February meeting. No action is required <br />on this case. <br />Action: <br />This case provides background information on how the City has addressed flooding concerns in the past.
