This airt~rt master <br />plan wou~rd &~so serve as back-up to Council's decision. <br /> <br />Councilmembe~ Sorteberg stated that he is skeptical to spend this amount of <br />money on ra S~udy. <br /> <br />Mr. IppeI stated that the only way the Airport Commission can make a recommendation <br />to CounCil i~ by way of this type of study. This report will lay out the site, <br />what isl ~_eaS~ble there, economic impact, and qualify the airport for State <br />and Federal; ~undlng (if the decision is made to proceed with the airport). <br /> <br />Oouncil~ Reimann stated that the airport is not owned by the City and <br />why sho_~d the City spend the citizens money to research a privately owned <br />airport7 i <br /> <br />Mr. Schn~lle replied that the purpose of the Airport Cc~mission is to research <br />whether Or ~ot ~he airport should be municipally owned. <br /> <br />Council~emb~r Reimann brought up the point whether or not the City can afford <br />the airport.' <br /> <br />I <br />I <br />I <br /> <br />Mr. Schnelle replied that the Master Plan will answer those types of questions. <br /> <br />Councll~m~r Schlueter stated that the airport is an emotional issue to a lot <br />of Pe~l~ a~d we have to set those emotions aside and get to concrete information. <br /> <br /> Mr. KoS ~hak ~p~.inted out that anywhere along the line, when there is mutual <br /> agree~e~ b~tween City and State, the study can be terminated; this wi.~l be <br />I a part ~O~ the agreement. <br /> Councilm~m~r Schlueter inquired as to how payments will be made on this study. <br /> <br /> Mr. O~t~ e~ted that generally, the co~nunity is responsible for the cost of <br /> the entire study up front and when the study is complete they submit to Mn/DoT <br /> for re~~-ment.. Mr. Otto further co~mnented that he has talked to Mn/Dot <br /> and they~ aX~ willing to provide interim funding so that when the City is billed <br /> the City ~ su]~it for reimbursement and receive payment from Mn/Dot within <br /> <br /> Counci ~l~m~r Sorteberg reiterated that he is not in favor of spending $8000 <br /> on this !maS~er plan at this time. <br /> <br /> Counc~r ~e~m~nn is not in favor of spending money for information to <br /> de~ ~lether or not the City should proceed with the airport, iPrivate <br /> <br /> take it on.; <br /> <br /> Mayor Gamec and Councilmember Schlueter stated that they are in favor of the <br /> master pla~. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Reimann to table action <br />until CounCil's meeting scheduled for January 10, 1983. <br /> <br />Moti°n =arried. <br /> <br />Voting Yes: MayOr Gamec, Councilmembezs Sorteberg, Reimann <br />Voting No: None.
