This could be expensive and create a need to <br />raise levy limits; and because the charter requires the newsletter the <br />coUnci% will have automatic authority to raise the levy limit. <br /> <br />C~misSion consensus is to leave Section 7.06.02 as is; the proposed <br />bu~etiwill certainly be in draft form two weeks prior to adoption, <br />which is all the charter requires. <br /> <br />Section 7.07.02 - Commissioner Greenberg stated that Staff feels that <br />4%~rt~.ent heads should be covered so that they can spend for necessary <br />itmms Sf funds run out. <br /> <br />Cha'irm~n Heitman stated that the recent rewording in 7.07.01 addresses <br />Staff'~ concerns with 7.07.02. <br /> <br />Se~.ti°~ 7.08 - Cc~-~issioner Greenberg stated that City Accountant told <br />h~ t~t at the time the budget is adopted, Staff does not know if there <br />iS '~anyI fund balance left from the previous year; they don't obtain that <br />i~£o~tion until later in the year; when they find it can they spend it? <br />Co~ iS~ion consensus is that in Section 7.08 , ~th references to <br /> 'emt~ted receipts' should be changed to 'estimated funds available'. <br /> <br />~e~ti~ 7.09 - Cc~missioner Greenberg stated that the City Administrator <br />rS~nded deleting this section completely. ~e City Administrator <br />fe~ls i~he City should be able to borrow from trust funds; why go outside <br />th~ C~ty to borrow and pay interest? If it is a lengthy loan, the general <br />f%u~ ~hould pay interest to that trust fund it borrowed from. <br /> <br />~mi~sioner Bauerkem~er stated that the Cb~cer Commission and City <br />;~ting differ on the definition of trust funds. The charter allows <br />iRter~und loans ~except in trust funds because they are there for a <br />reason. <br /> <br /> -C~i~sioner Sieber stated that it could lead to trouble if we got a <br /> !~ber.~ council that borrowed unwi~ely with no concern for payback; <br /> do~ ag~.ee that the city should be able to make loans from within. <br /> <br />C~miSsioner Data if it were allowed to borrow from a trust fund, it <br /> <br />~dlhave to be in a way that would not ~iolate that trust fund purpose; <br />O~ W~,'Y is to require payback in such a ~ime framework that when the money <br />i~~ needed, it is there. <br /> <br />Cx~mniSsioner Sieber agreed with Commissioner Bauerkemper; if that is not <br />~i~t it is intented for, why does the City call it a trust fund? A <br />t~st'~fund is sacred and if the city wants that money, don't put it in <br />~he tTust fund.
