I
I
I
I
I
I
I
I
I
I
I
I
I

Z~%e Commission rediscussed the pros and cons to adopting the long term plan
~~'-' ordina~ce.[

Chairman Heitman summarized the issue as do the people have the right to say
they don't wa4nt the city to spend time and money planning a particular task --
if the}, do, What is the tool?

Councilmemberl Schlueter was present and stated that the City should make every
possible effort to make the budget available to the citizens; to explain
line items that are in question. That particular line item should not come
to the citizen's attention in it's year of doing. If the City gives the
citizens ~hatl first opportunity to voice an opinion, before it is adopted,
and if the citizens still want to vote on it, then go ahead a vote on it.
This is the Ohly way ~ou can justify subjecting the budget to initiative and
referenda.

CommissiO~er Bauerkemper stated that adopting by ordinance gives the citizens
the leverage.~o insure that Council will listen to their opinions in hopes
of avoid£~g putting, it to a vote.

Chairman ~eit~.. an stated that including an item in the financial plan does not
guarantee'it Will happen; striking it from the financial plan will not guarantee
that it W~ll 9ct happen. It seems the appropriate time to stop a particular
item from'f!hap~ening is at the time you realize it is going to take place; you
petition against it.

Motion bY!Co~issioner Lichter and seconded by Commissioner Data to adopt the
Long Ter~!Fi~ncial Plan by resolution.

Further DSscUSsion: Commissioner Greenberg stated that the motion should be
amended tgr. i~l~de that Paragraph 7.05.01 of the Charter is being amended.
CommissiORer'~ichter seconded the amendment to the motion.

Motion c&~rie~.
