The <br />commission ~onsensus is to adopt Chapter 12 as written. <br /> <br />Chairman Heitman pointed out that at one time, Commissioner Sieber suggested <br />reviewing Chapter 10 Franchises. <br /> <br />Commissionem Sieber stated that he no longer feels it is necessary to review <br />Chapter 'lO, ithat it was modelled after a city's charter, that city has <br />franchises and must have written the chapter carefully. <br /> <br />The Commission then reviewed Mr. Tom Moorehouse's letter regarding Chapter 1 <br />of the Chapter. <br /> <br />The commlsS~on consensus is that Mr. Moorehouse is not accepting the concept <br />that, in: fact, 'city' means the 'people'; that 'city' and 'people' are <br />synonomous terms. <br /> <br />Commission consensus is that charter drafting is complete and to set a public <br />hearing date. <br /> <br />Commission ~onsensus is to distribute copies of the final draft to every city <br />commissioner, councilmember and staff member. <br /> <br />Commissioner Gamec, speaking as the Mayor, stated that he is considering <br />requesting Council take a stand on the charter and submitting the charter <br />to City Att6rney Goodrich for his review and comments. <br /> <br />Motion by COmmissioner Buchanan to set a charter public hearing date of <br />February 16i~ 1984 to be followed by a special meeting of the Charter Commission <br />and th~ onl~ agenda item will be New Business. <br /> <br />Commissionem Bauerkemper seconds the motion for discussion. <br /> <br />Further Dis[cussion: Commissioner Gamec stated that Councilmembers may have <br />a conflict :in attending on February 16, 1984, that there is a northwest <br />region meeting. <br /> <br />CommlSs~oner Buchanan amends his motion to set a public hearing and special <br />meezing'da~e of February 15, 1984. <br /> <br /> : CC/January 26~ 1984 <br /> !
