In more <br />I -~omplex cases, staff should draft a resolution of <br /> 4e~ial for adoption by the planning commission. <br /> <br />r) <br /> <br /> ~e reasons for denial by the council should'be stated <br /> inla preliminary and conceptual manner with direction <br /> ~oistaff to draft a formal resolution of denial. The <br /> re~olution of denial should be adopted a~ the next <br /> m~ting by the council. A draft of the resolution <br /> ShOuld be mailed to the applicant for his/her review <br /> an~ comment.
