O house trailer or mobile home may be placed upon any tract of land by }~ o~ner of said tract and be used for tempor~y dwelling p~oses for a period' ~ot {n excess of ninety (90) days, upon obtaining from the City Co~cil a permit-therefor. Applications for such shall be made in wNting to the Building Official,-~d[}t shall be his duty to submit such application to the City Co~cil at the ne~t r~gul~ meeting thereof. ~e City Co~cil may in its dis~etion ~t or deny ~{rh ~ermit and m~y requke as a condition to th- ~ting of said permit or ~y ~e~eW~l permit that the applicant appe~ in person before the Co~cil ~d be eX~mi~d as to his plans ~or a perm~t dwelling ~d other matters relative thereto. ~ ~o event shall a pemit be issued ~less a build~g permit for a perm~ea~~ st~ct~e has been acqu~ea ~or a home to be located on the subject premises, [~{ cOnst~ction on the pem~ent st~ct~e m~t commence w~th~n th~ty (]0) da~} ~rom the date o~ issuance of the tempor~ mobile home permit. ~..
