[ippi' P P Y PP' ' ' P ' q ' <br /> by City Ordinance. <br /> Z) That the applicant appeared before the Planning and Zoning Commission for a <br /> public hearin[/ p~rsuant to the City Zoning Ordinance on March 6, 1984. That said <br /> public hearit/g whs properly advertised and the minutes of that public hearing are <br /> hereby incoPp0rat~d by reference. <br /> <br /> 3) That the stand~ards for consideration are as follows: <br /> a) The property is zoned R-1 and is not a permitted use. <br /> b The Ld 01i tn ro ertles are residential dwelhn-s located on a-,,~roximatelv <br /> one to two ~nti one-half acre parcels. <br /> <br /> c) There are no known similar authorized uses in the City. <br /> <br /> d) There ~vill be no major changes in traffic flow to the area. <br /> <br /> e) Properly ~perated, the counseling service ~ affect the lifestyle of the <br /> neighboring ~tesic~ents in a rural setting. Further, it should not affect the enjoyment <br /> or value of pt*ope~ties in the vicinity. <br /> <br /> 4) That the ~dafite~ia for approval/disapproval are as follows: <br /> <br /> a) That :the ;applicant's request is to operate a counseling service, out-patient <br /> by appointment o,hly, in her residence located at 8451 - 166th Circle NW. <br /> <br />~ b) That ihe iestablishment, maintenance or operation ~ be detrimental to <br /> or endangev i the[ public health, safety or general welfare and is not contrary to <br /> established ~.standhrds, regulations or ordinances of other governmental agencies. <br /> <br /> c) That ,there will be no physical changes to the exterior of the structure and <br /> therefore it !:will[ not be unsightly or obnoxious in appearance and will not hinder the <br /> orderly andl h;arm~nious development of the City or the district wherein proposed. <br /> <br /> d) That 'the ~use be injurious to the permitted uses nor unduly restrict <br /> the enjoymeot o~ other property in the immediate vicinity nor substantially diminish <br /> and impair pPope,rty values within the area. <br /> <br /> e) That ~the!establishment of the use impede the orderly and normal <br /> development and improvement of the surrounding property for uses permitted in the <br /> zoning distri?t. <br /> <br /> f) Tha~ 'adequate water supply and sewage disposal facilities are provided and <br /> in accordan¢~ wi~:h applicable standards. <br /> <br /> g) That adequate access roads, on-site parking and drainage have been or will <br /> be provided. <br /> <br /> h) Tha~t,:adequate measures have been taken to provide ingress and egress so <br /> designed a~ ~ m: nimize traffic congestion on public roads. <br /> <br /> <br />
