I
I
I
I
I
I
I

3,

Why:above situations exist is due to current State, Metro and City policies
~nd ~itizen demands. The list could go on and on.

For e~xample, as soon as we get involved with the citizens in regards to the
0n-si~te City sewer code, we will be rising up a considerable block of time that
we dbn't have now. Consequently, we establish another priority and something
else that we currently do will have to slide which in time creates another problem
for the City.

Public Works Staff h~ increased by one between 1978 and the present. They
are responsible for all City streets, park maintenance and other jobs of a
miscellaneous nature. As is true with the Administrative Department, is true
withithe Public Works Department. Since 1978, the City has become involved
withipark improvements which is going to put a tremendous workload on public
works which is now going to be faced with what comes first - street maintenance
Or park maintenance.

Police Department has been increased by two patrol officers, one police chief
andi one secretary between 1978 and the present. Their workload is increasing
bY 14aps and bounds due to population growth spread over a large area.

I
I
I

D. City :Staff .Goals

1. 'The. Staff has, ever since 1978 through the present, established goals for the
new year. However, this year, 1984, has really been a problem for us because
wei find our goals are just to stay at a status quo level and that it's not even
possible.

AS:the Staff sees it, the problems of meeting City needs started commencing
in i981 and it just keeps growing. We hope to see the following happen in 1984:

I
I

a. Computer go on line

b. Adopt and begin enforcement of on-site septic system ordinance
c. Complete recodification of City ordinances

i
I

d. Complete fiscal analysis for five (5) year capital improvement
budget and publish it

e. Get property legislation enacted on State local aid

f. Resolve economic development problems with Council

g. Policies have to be written on a number of major internal mas
so that they can be better administered

h. Review of comprehensive plan in regards to City Code

i. Redo certain job descriptions that do not adequately define
individual duties

j. Complete wetlands ordinance

k. Complete City general files

1. Zoning administrative duties internal

Page 5
