Voting No: None. <br />Case #!0~ A~gndment To The On-Site)Septic System Ordinance, Chapter 150.01 <br /> (S~wage Disposal Systems : <br />Mr. Berg legated, that the proposed changes to the ordinance are to bring the <br />ordinance ~e~er into complaince with the State regulation, the Comprehensive <br />Plan and~Metr~ Council; these agencies have reviewed our proposed revisions <br />and find.~hemiacceptable. The major change takes the financial responsibility <br />off of ~e City for inspections, pumping, etc. The next step is to implement <br />the maintenance program. If the City intends to comply with the Comprehensive <br />Plan, itlWgul~ have to perform a city-wide study of all septic systems, update <br />any defi¢ient'!systems and assess the costs back to the property owners. If <br />the City ~ant~ to maintain on-site systems, the City is also going to have to <br />make sure ~he!systems are taken care of. <br /> <br />Mayor Gam~c s~ated that this is developing into an expensive program. <br /> <br />Mr. Berg'~epl~ed that the people do not want municipal services and on-site <br />systems a~d the maintenance of them, is the alternative. <br /> <br />Mr. Schnelte Stated that not complying could lead to legal problems. <br /> <br />Motion b~icouncilmember Van Wagner and seconded by Councilmember Schlueter to <br />amend Ch~terI 150.01 of the City Code entitled "Sewage Disposal Systems" <br />by substitution of the amended chapter as presented and by adoption of <br />OrdinanC~'#84~2, which ordinance formally adopts the amendment to said <br />Chapter ~50. ' (Please refer to ordinance file for Ordinance #84-2). <br /> <br /> Further D~sct%Ssion: Councilmember Schlueter stated that this ordinance will <br /> bring'theici~izens and City together for well-maintained on-site systems. <br /> City AttO~ne~Goodrich cautioned against adopting an ordinance and not intending <br /> to enforce . i <br /> ~. Mayor Gamec stated that if health hazards are discovered <br /> during i~pe~tions, the City could end up pushing sewer and water. Mr. Schnelle <br /> replied ~that'~he City cannot allow the pollution of others.
