The Charter <br />Commission!haSiworked very hard and they have just reached a final draft <br />and are now lo~king for citizen input. There will be several more public <br />meetings &~hd t~ose citizens present tonight should encourage their neighbors <br />to attendthes~ public meetings. <br /> <br />Commissioner G~mec - Stated he is disappointed in the citizen turn out for <br />this publiq me'ting; that the charter is an important document and it will set <br />the rules fore'he City. The charter is the constitution and by-laws of the <br />City. <br /> <br />Chairman Heit~n summarized the charter, chapter by chapter, at this point <br />with respect to the way the City currently operates and the way the charter <br />is proposing i~ operate. <br /> <br /> Chapter!l -. No difference. <br /> <br /> Chapter 2 -! No real significant difference. Significant concern was <br /> e~9res~ed regarding board and commission membership. The Charter <br /> Co~mis~ion established a 2/3 residency requirement to be on boards <br /> an4 co~missions and total membership shall be no more than nine (9) <br /> ~ · <br /> <br /> Chapter 3 ~ Council Procedures - Concern was expressed regarding going to <br /> a war~ System; that it would provide area representation on Council. A <br /> major ~$sa~Vantage to this system is that a councilmember can only be <br /> recal~e~ f~m office by his particular ward.
