Chairman Heitman stated that <br />he is not ~ead~ to spend the rest of his life discussing the same things <br />over and oger agains with the same people. Commissioner Sieber requested that <br />the chair~.an t~rminate discussion and call for a vote on the motion. Chairman <br />Heitman requested that Commissioner Sieber restate the motion. <br /> <br />Motion by Commissioner Sieber and seconded by Commissioner Bauerkemper, for <br />further discussion, that the charter be processed with the changes made at <br />tongi, ht's meetzng; that a special meeting of the Commission be held on <br />Tuesday, FebrUary 28, 1984 at 6:30 p.m. for the purpose of voting on the <br />charter; ~that prior signature on the document along with a cover letter be <br />accepted aS a~ Uote 'in favor of' from any Commissioner not in attendance at <br />that special ~l~eting; that the charter then be submitted to City Administrator <br />for normal pr°cessing. <br /> <br />Further DiScus.Sion: Commissioner Gamec reiterated that he is opposed to <br />taking action ~t special meetings , that all Commission members should be <br />present and a ~eview of the charter should be obtained from the City Attorney. <br />Commissioner Gamec also stated that he no longer has a problem with the <br />document; that the changes made to Taxes and Financing will fit into the <br />workings of th~ City. Commissioner Gamec stated that he has a high respect <br />for everyo.ne s~rving on the Commission and the entire Commission has learned <br />a lot ovex~thel past 9 months. Commissioner Gamec stated that he thinks the <br />CommissiOn!has. learned that this City's government works better than they <br />imagined it di~. Commissioner Gamec concluded by saying his only problem <br />with this mot.',~n is timing and policy issues. Commissioner Data stated that <br />the commission should not lose site of the possibility of Council adopting <br />the Charter by a majority vote. chairman Heitman replied that Council cannot <br />do so; aftSr the charter is adopted they can operate on that basis, but for <br />the charter i~self there must be an election unless there was no Charter <br />Commission~ to ibegin with. Commissioner Bauerkemper stated that the charter <br />is very important and deserves it's own election, which is a minor cost <br />considering tt~e City is spending $8000 to study an airport they don't own <br />and $5000 to ~ecide which computer to buy. Commissioner Gamec stated that <br />it will be very disappointing if only 600-700 people show up at the special <br />election. Ch'~irman Heitman replied that the minority will be giving rights <br />to the majoritY. Commissioner Sieber stated that even if the charter is <br />voted down, he will feel good about what he tried to do for the City of <br />Ramsey. Mr. ~ppel inquired as to where it states that at a general election <br />a non vo$e is a no vote? Chairman Heitman replied that it is State statute. <br />Commissioner Gamec reiterated that he does not like giving the illusion of <br />ramrodding the charter through. Commissioner Sieber replied that he does not <br />care if he' is '.accused of ramrodding. Commissioner Gamec pointed out that <br />Commissioner Sieber has accused Council of the same thing. Commissioner <br />Sieber replied that the Commission has been given a task, by a minority, to <br />put together a document and put it to a vote. <br /> <br />I <br />I <br /> <br />Motion carried.
