Absent: Councilmembers Reimann and Van Wagner. <br /> <br />Case #65 proposed City Charter: <br /> <br />Mr. GoodriCh Stated that Council has received the charter, an election must <br />be held priorlto May 28, 1984, the entire charter must be published twice <br />successively in the legal newspaper prior to the election. Setting an <br />election'date;will require a unanimous vote of all 5 councilmembers at a <br />regular CounCil meeting. <br /> <br />Mayor Ga~ec requested that Mr. Goodrich research what the procedure would be <br />in the event the charter mandates something and the City cannot levy for it. <br /> <br />MAYOR/COUNCI~ INPUT <br /> <br />Mr. Good~ch Stated that he would like to schedule an attorney/client meeting <br />with CounCil 'regarding the State Aid lawsuit on Monday, March 19, 1984 at <br />8:00 a.m. <br /> <br />Council aD~ahorized Mr. Goodrich to schedule such a meeting. <br /> <br />Mr. Goodrich stated that Waste Management provided him with the proposed <br />landfill agreement but he does not have time to review it before he goes <br />on vacation.: Mr. Goodrich stated that Mayor Gamec has a copy of the <br />agreement:and he should provide all councilmembers with a copy for their <br />review. <br /> <br />=ouncilmember Sorteberg stated that there are 9 communities in the north <br />Anoka area that agreed to set up a watershed management district; the <br />more it is l~oked into the more complicated it gets. Just to set it up <br />and prepare!:an overall plan could cost $100,000 and it will not address <br />interna~i:com~unity problems. General consensus is that it is not necessary <br />and it will'not do much good. Several alternatives have been studied for <br />apportio~ingl out the cost of such a plan to the various communities and <br />there is'no ~air way. At the last meeting it was decided that each member <br />report:back ~o their respective Councils for input regarding the watershed <br />district. <br /> <br />Mr. Raat!kk& stated that there are internal drainage and ponding problems <br />in Ramsey that the Watershed District Plan would not address, the plan <br />is for the ~tterment of the Rum River. <br /> <br />C/March 12, 1984 <br /> Page 6 of '8 <br /> <br /> <br />
