CC Regular Session 4. 12. <br />Meeting Date: 01/27/2015 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title <br />Adopt Resolution #15-01-023 Approving Traffic Control Signal Maintenance Agreement No. 07023 for the <br />Highway 10 and Armstrong Boulevard Interchange. <br />Purpose/Background: <br />Purpose: <br />The purpose of this case it to consider adopting Resolution #15-01-023 approving Traffic Control Signal <br />Maintenance Agreement No. 07023 for the Highway 10 and Armstrong Boulevard Interchange. <br />Background: <br />The proposed Trunk Highway 10 and County State Aid Highway 83 (Armstrong Boulevard) Interchange project <br />includes replacing the existing at -grade intersection and signal system with a grade -separated interchange. This <br />work will include construction of a new traffic control signal system on Anoka County State Aid Highway 83 <br />(Armstrong Boulevard) where it intersects the proposed on and off -ramps north of Trunk Highway 10. The existing <br />traffic control signal system on Anoka County State Aid Highway 83 (Armstrong Boulevard) at Sunwood <br />Drive/147th Avenue NW is also proposed to be revised with the project. A project layout is attached. <br />Also attached is a copy of Traffic Control Signal Maintenance Agreement No. 07023 which specifies the rights and <br />responsibilities of each of the three public agencies that are partnering to construct the Trunk Highway 10 and <br />County State Aid Highway 83 (Armstrong Boulevard) Interchange project. The three public agencies include the <br />State of Minnesota Department of Transportation (MnDOT), Anoka County, and the City of Ramsey. <br />In summary, the attached agreement obligates the City of Ramsey to pay for providing and supplying power to both <br />signal systems, and for cleaning, maintaining and replacing the signal pole mounted LED luminaires over the life of <br />both signal systems, or until termination of the associated operation and maintenance terms of the agreement. <br />Staff has reviewed the agreement and finds it is comparable to other signal maintenance agreements we have <br />executed with Anoka County and the State of Minnesota in the past. <br />Notification: <br />No notifications are required for this case. <br />Observations/Alternatives: <br />Observations: <br />The new signal system will include an Emergency Vehicle Preemption (EVP) system to allow emergency vehicles <br />equipped with EVP to change the signal during emergency calls. The signal system will also be equipped to allow <br />for the future use of flashing yellow left -turn arrows at the time they are warranted as determined by Anoka County <br />and MnDOT. <br />Alternatives: <br />Alternative #1 — Motion adopting Resolution #15-01-023 approving Traffic Control Signal Maintenance Agreement <br />No. 07023 for Highway 10 and Armstrong Boulevard Interchange. <br />Alternative #2 — Motion denying adoption of Resolution #15-01-023 at this time. <br />
