We should begin a process by which homeowners axe responsible <br />for ma~al~ng their own on-site septic system and do it in a way where the <br />City coo~erebes to the fullest. Councilmember Schlueter stated that she would <br />like Co%~lciilto consider allowing her to work with the City Administrator and <br />City Bu~d/~ Official for the pLtr~ose of trying to set up some sort of <br />workabl, cooperation to at least try to enforce the intent of the ordinance <br />and let~ing~the homeowner take the responsibility of letting the City know <br />the stat~s o~ their system. <br /> <br />CounCil~N Sorteberg inquired if councilmember Schlueter is suggesting that <br />the city no~ go with mandatory pumping and inspections. <br /> <br />Mayor Gamec ~tated that at the time Metro Council mandated this ordinance, he <br />informed!'the~ that Ramsey would begin to enforce the ordinance when Ramsey <br />could &ffordl to. <br /> <br />Mr. $chnelle stated his concern as the people not taking proper care of their <br />systemsand.!polluting themselves; should the City take the easy way out by <br />puttin~ ~he !responsibility on the homeowner or should the City get a better <br />handleon i~. <br /> <br />Councilm~m~? Sorteberg stated mandatory inspections is a worse choice because <br />it is ~..~ensive and pumping every 3 or4 years is good insurance but not <br />necess~rF, ~iSending all homeowners literature on proper care of on-site <br />systems ~on,t hurt and won't cost too much. <br /> <br />Mr. BergI e~ted that in reviewing the water tests that come in he finds that <br />nitrate ~eVels axe increasing; this is an indication that the general public <br />is pollutin~ themselves. <br /> <br />City A~torney Goodrich stated that the City should do what it's ordinance says <br />or Change t~e ordinance to do what the City wants. <br /> <br />Motioni~ ~mmcilmember Scblueter and seconded by councilmember Sorteberg to <br />table t~iis Case until council's meeting OhM ay 8, 1984. <br /> <br />Motion Carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Schlueter ~ Van Wagner.
