I Councillzece~se~ at 9:55 p.m. Mayor Gamec ~allea the regular'O°uncil meeting back to order at 10:15 p.m. Case #5~ Pr~Dosed Cit~ Polic~ For Aclministerin~ Of On-Si~e Sanitar~ Septic SY~tem (Chapter 150.01 Of City Code): council~embe~ Schlueter stated that the on-site septic system ordinance is complexleve~ias rewritten but the City should try and enforce the intent of the ora!henCe. We should begin a process by which homeowners axe responsible for ma~al~ng their own on-site septic system and do it in a way where the City coo~erebes to the fullest. Councilmember Schlueter stated that she would like Co%~lciilto consider allowing her to work with the City Administrator and City Bu~d/~ Official for the pLtr~ose of trying to set up some sort of workabl, cooperation to at least try to enforce the intent of the ordinance and let~ing~the homeowner take the responsibility of letting the City know the stat~s o~ their system. CounCil~N Sorteberg inquired if councilmember Schlueter is suggesting that the city no~ go with mandatory pumping and inspections. Mayor Gamec ~tated that at the time Metro Council mandated this ordinance, he informed!'the~ that Ramsey would begin to enforce the ordinance when Ramsey could &ffordl to. Mr. $chnelle stated his concern as the people not taking proper care of their systemsand.!polluting themselves; should the City take the easy way out by puttin~ ~he !responsibility on the homeowner or should the City get a better handleon i~. Sorteberg stated mandatory inspections is a worse choice because it is ~..~ensive and pumping every 3 or4 years is good insurance but not necess~rF, ~iSending all homeowners literature on proper care of on-site systems ~on,t hurt and won't cost too much. Mr. BergI e~ted that in reviewing the water tests that come in he finds that nitrate ~eVels axe increasing; this is an indication that the general public is pollutin~ themselves. City A~torney Goodrich stated that the City should do what it's ordinance says or Change t~e ordinance to do what the City wants. Motioni~ ~mmcilmember Scblueter and seconded by councilmember Sorteberg to table t~iis Case until council's meeting OhM ay 8, 1984. Motion Carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, Schlueter ~ Van Wagner. Voting NO: None.
