I <br /> I <br />'1 <br /> I <br /> I <br /> I <br /> ! <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> i <br /> <br /> FINDINGS OF FACT 00 <br /> SLEEP EASY MATFRE~ COMPANY, INC. <br /> <br />1) That :the'apPlicant has properly applied for a conditional use permit to manufacture <br />mattresses, b~x sirings and softside waterbeds in a B-l, Business, zone. <br /> <br />Z) That the p~'ope~ty is legally described as Lot 1, Block 2, Alpaca Estates. <br /> <br />3) That tb~ap~licant has appeared before the City of Ramsey's Planning and Zoning <br />Commissioni [or:!a public hearing pursuant to the City's Zoning Ordinance on May 1, lq84 <br />and that said' public hearing meeting minutes are hereby incorporated as a part of these <br />findings by ~efere~ce. <br /> .[ <br />4) That saJ~d~ public hearing was properiy advertised in the official City newspaper and <br />that the ad]°'lnil~ property owners were notified of said public hearing in accordance with <br />City OrdinahCe. ~ <br /> <br />5) That the Stand~ards for Consideration are as follows: <br /> <br /> a) The Pr~p y is zoned B-1 and this is not a permitted use. <br /> b) That the a~joining properties are one plus acre lots zoned B-1 which are vacant. <br /> c) That therei are no other similar uses located within the City. <br /> d) That there will be no adverse effect on traffic in the area. <br /> <br /> e) That !he iproposed use will not be dangerous or detrimental to persons working or <br />residing in!the ;~icinity or the public welfare and it will not substantially impair the use, <br />enjoyment 01~ val~e of any property in the area. <br /> <br /> 6) That the Criteria for Approval are as follows: <br /> a) That ithei establishment, maintenance or operation will not be detrimental to or <br /> endanger th~ P.~lic health, safety or general welfare and is not contrary to established <br /> standards' ~'~guI~tions or ordinances of other governmental agencies. <br /> <br /> ~) That ~theI structure or improvement is so designed and constructed that it is not <br /> unsightly, ~des~able or obnoxious in appearance and that it will not hinder the orderly <br /> and harmof~t0us d, evelopment of the City and the use district wherein proposed. <br /> <br /> c) That the t~Se will not be substantially injurious to the permitted uses nor unduly restrict <br /> the enjob~nti'~f other property in the immediate vicinity nor substantially diminish and <br /> impair property ;~alues within the area. <br /> d) That the ~stablishment of the use will not impede the orderly and normal development <br /> and improvemen~ of the surrounding property for uses permitted in the zoning district. <br /> <br /> e) Thatl adequate water supply <br />accordance ~wit~ applicable standards. <br /> f) That i adiiquate access roads, <br />and draina~ ha~e or will be provided. <br /> <br />and sewage disposal facilities are provided and in <br /> <br />on-site parking, on-site loading and unloading berths <br /> <br /> <br />
