The Planning Commission <br />is tentatively set to make a recommendation to City Council at <br />it's ~e~u~ar meeting of July 3, 1984 at Ramsey City Hall. <br /> <br />Chairman P~terson introduced Mayor Tom Gamec. <br /> <br />Mayor Gam~c introduced City Administrator Lloyd Schnelle and stated <br />that beCaUse of Mr. Schnelle's outstanding efforts, Ramsey will be <br />receiv£ng i$70,000/year more in State and Local aid. Mr. Schnelle <br />has also Wrought in numerous amount of money into the City due to <br />the ~nVesbnnent of City funds and as a result Ramsey is now in one <br />of the ibe~t financial shapes a city can be in. <br /> <br />Motion iby iMayor Gamec and seconded by Councilmember Reimann that <br />a resOIUt~on and plaque be prepared thanking City Administrator <br />Schnei~e ~or his dedicated service to the City of Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Reimann, <br />Schlueter~ Sorteberg and Van Wagner. Voting No: None. <br /> <br />Mayor Gam~c stated that Representative Ernie Larson, Senator Greg <br />Dahl,~ the ISenate majority leader and the Tax Committee worked <br />with Rams~,y on government aids, but most of it was all due to <br />Mr. $chne!le's efforts. <br /> <br />Mayor ~amec stated that he hopes that City Council will always <br />be receptive to the citizens and that he is not too proud of <br />councilmembers with unlisted phone numbers. Mayor Gamec requested <br />that the 6itizens keep in touch with the City. <br /> <br />Mayor Gam~c stated that at one time several years ago, there was <br />a feud between Anoka and Ramsey in regards to the landfill. When <br />RamseYiwa~ a township, Anoka acquired the property and started <br />running a! landfill. After several years, negotiations began <br />betwe~,n Ramsey and Anoka and an agreement was made that Anoka would <br />transfer the landfill and the property to Ramsey. At the time <br />the t~an$~er was to come about, 1981, the City of Anoka stated <br />that the agreement was not properly drawn up and therefore they <br />would noti honor it and Ramsey entered into a lawsuit against the <br />City of A/~oka. That lawsuit has not yet been finalized and in the <br />meantiime landfill negotiations have been going on between Anoka, <br />RamseY. an~ Anoka County. Those negotiations went on for 6 or 7 <br />month-S an~ those negotiations fell apart. Anoka and Ramsey did <br /> get ba~k~ ~ogether to try and solve the problem, a new mayor was <br /> elec~e~ iD Anoka, negotiations continued and a contract was put <br /> together,i Mayor .Gamec stated that this contract., in his opinion <br /> and ~n a majority opinion of Ramsey's Council, zs one of the <br /> finest d°~uments he has seen. The contract that was prepared and <br /> was f!.nal~zed and closed the other night, looked at the worst <br /> situat~ionl that could happen in Ramsey in terms of liability, <br /> pollutioni, selection of a site P. This contract was put together <br /> after:several meetings and prepared by Waste Management and their <br /> attorney,! Anoka and their attorney, City of Ramsey and our attorney <br /> and Attoraey Chuck LeFevre. The contract was approved by Ramsey <br /> CoUncil o~n a 3-2 vote; Mayor Gamec and Councilmembers Reimann and <br /> Sot.tether§ voted in favor of the contract because it protects the <br /> cit~j~ns land the City as a whole; Councilmembers Schlueter and <br /> <br /> ~ Council/P & Z <br /> !
