I
I
I
!
I
I
!
I
I
I

painte40~r house last year and it is all dirty again from all
the dUSt being stirred up at the landfill; Waste Management is
consta6tly Watering but there is only so much you can do.

David King - 6604 153rd Lane - When did Waste Management acquire
the old d~mp?

Mr. ROgeriBerres - Waste Management started leasing the landfill
in 1969.

DaVid King - Why wasn't a clay barrier put down at that time?

Mr. Cook - In 1969, there were very few standards for landfill
sites;! it~just didn't exist as a technology.

David King - Waste Managment could have put in a barrier in 1975
or 1979; ~t should have been covered a long time ago.

Mr. Co~k i- There is a proposal in the current operating plan to
place ~a Clap on the landfill which would consist of a sludge
mate=iml !and certain sands; this is a form of infiltration barrier,
it is ~otI a bare cap landfill site.

David King - Was told by Terry Miller that there is a phase plan
for operating at the landfill that means dumping on the North
side~dur{ng the summer months. Why can't they dump on the South
side, ~th~ industrial side, during the summer months. Terry
Miller~ said it was economically not feasible. I asked what
Waste r ,
~Ma~agement s profit was last year and Terry Miller said
he wO~ldlsend me that information; I have received nothing yet.
Old Problems should be solved before new problems are thought
about.~ Are there any alternatives to the noise problems and
summer dqmping plans. Why can't they dump on the South side
in the s~mmer?

Mr. Cookl- Dumping on the South and North side would imply that
you have, two areas open and that for a portion of the year they
arm eave~ed on an interim type basis. This may be acceptable
practice!for a short term, generally it is not good practice to
operaUe a landfill site that way because the area you are leaving
that half year is going to be subject to increased filtration and
leachate~igeneration. The berm we mentioned would screen some of
the operation noise and muffling the equipment is a good
suggeStiOn. I think there are some things that can be done in
the ph~sSng of that site that will diminish the amount of noise
that~ll occur. We agree that the noise is a concern and we
are prepared to address that in our plans.

DavidilKi~g - Why does it take an expansion proposition to get
Waste~Management to address problems that have been here since
19697

Erika Sitz - 6521 154th Lane - Everything the City can get in
the agreement, you can get elsewhere. Ail of the good operations
that' wer~ described tonight, from water control to rat control to
trucks t~ roads, etc., are required by PCA and County rules.

Council/P & Z
Public Hearing
