I
I
I
I
I
!
I
I
I
I
I
I
I
I
I
I
i
I
I

c)

orderly and harmonious development of the city and the use
d~#tr ct wherein proposed.

No Co:~nission comment.

That :he use will not be substantially injurious to the
p~rmi ted uses nor unduly restrict the enjoyment of other
property in the immediate vicinity nor substantially diminish
and i'.npair property values within the area.

chairman Peterson stated that this item is closely related
to, It ~-m (f) of Standards for Considerations for which a
second appraisal has been requested to address.
Co~.mmi~sioner Deemer referred to Waste Management's letter of
July ~, 1984, point #4, regarding excessive odors due to
repairs to the migration control system and inquired if any
mO~e ~epairs are anticipated.

d)

Mr, 0 ter replied that the system is in good working order,
is mo~ itored continually and minor day to day repairs may
be ne :essary; no major repairs involving digging up several
hundr .~d feet of line is anticipated.

Chairman Peterson inquired if some uncovering would be
in¥ol'~ed for the liner in the proposed expansion.

Mr* Otter replied that the liner over the North slope woUld
be:ovar soil material and cover would be removed only at the
very ~ottom.

That :he establishment of the use will not impede the
Order .y and normal development and improvement of the
surrounding property for uses permitted in the zoning
diBtrict.
No~ C°'_~mission comment.

e)

That ,adequate water supply and sewage disposal facilities
ar~ p_~ovided and in accordance with applicable standards.

Mr, G!oodrich stated that Ramsey currently does not have a
municlipal water supply and if Waste Management had a need
for ~ter supply there, and made application, they you
wo.Ulc~[ consider it. The same for sewage; if you find that
n, eed lis necessary by this proposal, then you have to say
they need it or they can't have that use.

Mr. Jfim O'Connor stated that Waste Management does not
enVisiion a need for sewer. The amount of leachate trucked
away feach day depends on the amount of rainfall and leachate
~ener~ated. A similar site in Wisconsin trucks away 2-3
mitliion gallons of leachate per month. Waste Management
do!es~ot consider Ramsey's site, even with the expansion,
a la~,,ge enough facility to necessitate a trunk sewer system.

[

P & Z/July 3, ~ 84
Page 10 fo 19
