Mo:loft by Commissioner Deemer to recommend that City Council <br />ob~ai~ more information ~regarding noise measurements at the <br />Ri~S~ Landfill as it currently exists. <br />C°mmi~sioner Zimmerman seconded the motion for further <br />di4cu~sion. <br />FU~th4r Discussion: Commissioner Deemer stated that the City <br />of!BlOomington has noise measuring equipment that might be <br />aVaildble for use by Ramsey. Mr. Schnelle stated that the <br />Cfgy 4ets a lot of calls regarding noise and odors at the <br />landf$11; suggest that this motion include researching both. <br />CO~_mmiSsioner Deemer stated it would be helpful to have some <br />nO~seinumbers in order to compare the noise level with that <br />of freeways, etc. Mr. LeFevere stated that noise is not an <br />absolute standard; the Commission has to determine whether or <br />not i¢ is objectionable and expert testimony could be helpful <br />in thSs regard. Mr. LeFevere added that noise measured at <br />the sSte now won't mean much to the Commission unless it <br />¥i61ates an absolute standard number. Mr. LeFevere stated <br />that ~ome expert testimony helping the Commission to equate <br />thOse~noise readings will be helpful. <br /> <br />M°~ioh carried. Abstain: Chairman Peterson. <br />Co.~nissioner Deemer pointed out that according to Waste <br />Manag~ment's letter of July 3, 1984, measures were being <br />taken to reduce the noise level of machinery at the site. <br /> <br /> Commissioner Hendriksen stated that he thinks Mr. Bjorklund <br /> s~ated at the June 25, 1984 public hearing that a lot of the <br /> noisel is generated by from trucks not under Waste Management <br /> control. <br /> <br /> chairman Peterson stated that Council should be provided <br /> copies of the public hearing minutes and tonight's P&Z <br /> minutes as back-up information to P&Z's request for a <br /> se=on~ appraisal and further noise testing. <br /> <br /> Vibration. <br /> Mr. DeFevere stated that noise is vibration but people at <br /> PGA w~uld be more qualified to testify on noise than on <br /> Vibration. <br /> <br /> No C ~o~misslon comment. <br /> i <br /> Odor~. <br /> <br /> c°mm~ssion consensus is that no further information is <br /> necessary on this issue. <br /> Air Pollution. <br /> M~. ~chnelle stated that from 1978-1980 and in the last <br /> <br /> i P & Z/July 3, 1984 <br /> ~.~ :,i Page 12 of 19 <br /> <br /> <br />
