I / teiManagement of Minne,ota, Inc.
P,C~. ~Bo~I6?, Anoka, Minnemt~ 55303 / Phone (6~2)421-0540

Attachment

I
I
I
I
I
I
I
!
I
I

TO: City of Ramsey
· Planning Commission and City Council

At. ~%1r ~/blic Hearing that was held on June 25, 1984, Waste Manage-
me~[ of Minnesota, Inc. presented its proposal for conditional use
foK~antenvironmental improvements plan and a south horizontal expan-
si°h p~an. In response to public input at our meeting Waste Manage-
me~t would like to address several issues:

1. iEnvironmental Improvements Plan
ilThj s plan would necessitate the construction of an infiltration
~b~rier over 1/3 of the existing site which would minimize in-
~' fi] tration into the existing site t~erefore reducing potential
~:mi¢ ration of leachate. The infiltration collected via the En-
ivi] onmental Improvements Plan would be removed and treated at
~a~ aste Water Treatment Facility. This plan would also change
i'thl~ existing north slope from 3 to i to a 4 to 1. This slope
chi!nge would minimize erosion and be more aesthetically accep-
t~ile to the surrounding area.

2.~ 'R~edial Action
!~Wa~te Management Inc., the parent company, is proposing a 15 million
:14011ar remedial action guarantee. This amount is not only a pro-
~te~tion to the City of Ramsey, but it is also a protection to
citizens throughout the city. While there is federal and state
legislation already in place to address some of the issues relating
tolremedial action that may be required in the future at sanitary
l~dfills, our guarantee insures the city that if remedial actions
ar~ required the severity of the problem encountered at the site
d~s not have to correlate directly to the priority that may be
~pl~· ced on it from other regulatory agencies. It potentially pro-
i' vi~es the city with funds to immediately address the ~ity
oogcerns. This guarantee could not only be used for corrections
necessary at the site but also could be used for a private water sup-
pl~ replacement if necessary.

3, Pr+jected Revenues to City of Ramsey
Al~ough these revenues appear to be a controversial issue, they
wl~l have a significant impact on your city's budget and therefore
should be of a major concern to all of the citizens of Ramsey.
