Counctl~ember Schlueter stated that at one time there was <br />Coun~lldiscussion regarding assessing benefitted property <br />owners MSA roads; will that have a bearing on this case? <br /> <br />CitYlgn~ineer Raati~ka stated that in the case Councilmember <br />Sch!Uet~r is referring to it was decided that persons will <br />not'be ~ssessed for MSA roads until they have direct access <br />or ~eve~op the property. <br />Mr. Sch~elle stated that the City has stated that ali new <br />deve!op~ent will not have access onto MSA roads. <br /> <br />Coun¢il~ember $chlueter referred to Item #9 of City Eng±neer's <br />letter ~ated August 10, 1984 regarding a permit being obtained <br />fro~:DNR for construction of Waco Street in wetland. <br /> <br />~r. Rick Foster stated that the permit has been applied for. <br /> <br />CounellCember Schlueter referred to Item #10 of City Engineer's <br />letter gated August 10, 1986 regarding outlets be added to <br />abutting lots. <br />Mr. Rick Foster stated that 3 outlots are included: one in <br />the northwest corner which has potential for being a ponding <br />areal an~ if so it will be deeded to the City; the next one is <br /> ,the Isouth, ponding area part City's <br />to <br /> is <br /> another <br /> and <br /> of <br /> the <br />compke~ensive storm sewer plan which will be deeded to the <br />City-a~d requires a permit from DNR for developer to cross it; <br />the third outlot adjoins the park. Developer will give City <br />fee title on outlots. Mr, Foster also noted that there will <br />be FHA iand VA approval on this plat. <br /> <br />Coumcz~member Schlueter ~nqu~red zf any of the other Council <br />me~.~ber~ could give her a reason to vote yes to this plat <br />other ~han that the developer has followed the City's compre- <br />hem~iv~ plan, ordinances and codes. <br /> <br />May9r ~;amec stated that he will not make a recommendation; that <br />each C,~uncil person has to make up their own mind. Mayor <br /> G~mec lid state that this City's ordinance is the toughest in <br /> theim~ fro area and Mr. McLaughlin and Mr. Foster have done an <br /> outstal~ding Job in trying to comply with it; they have met all <br /> of the.
