'i '7 ! i I -i _il ;I 170.01 ZONING Draft 7/6/82 "' 170.01 !;CITLE AND APPLICATION 170.011 ~ITLE This Chapter[~hal~ be known as the "Ramsey Zoning Chapter" except as referred to herein where!~t a~all be known as "this Chapter". 170.012 ; ~u~pOSE The following ~onSng provisions and the zoning map established h~reby have been enacted in.a~¢~rdince, with a comprehensive plan of land use, the purpose of which is to pz)mo~e the health, safety, morals, comfort, convenience, prosperity, ~! g+neral welfare, and have been made in consideration of the character of~e~ch~district and withe view towards conserving the value of buildings an~ [an~ and encouraging the most appropriate use of land throughout the City. These zontnglp~ov*sions have been adopted for the purpose of dividing the City into zones, ~ di~tricts, restricting and regulating therein the location, erection, co~ltru~tion, re-construction, alteration, and use of buildings, structures, ~d l~nd for industrial, commercial, residential, recreational, and other specif*~ u~e,; regulating the intensity of the use of land, and to regulate andi ~d~te~mtne the area of open spaces surrounding such buildings in order to pre¥e~t ~he over crowding or'land and to assure adequate light and air, to protect v~.'e~rw~ys and natural resources; to establish building lines and the location of buildings designed .for specified industrial, commercial, residential and other uS~ within such areas; to fix standards to which buildings or structures sh~l ~onform therein; to prohibit uses, buildings or structures incompatible7~thjthe character of such districts; to prevent additions to and alterations ~ re~odeling of existing buildings .or structures in such a way as to avoid the~stfictions~ and limitations lawfully imposed hereunder; to limit congestion i~ ~he!public streets by providing for off-street parking and loading and unloadin$ ~f 9chicles; providing for the gradual elimination of non- conforming ui~ o~ land, buildings and structures; to secure safety from fire and other di*a~te~s; to conserve the economic value of land and buildings throughout t~ City; to promote the public health, safety, morals, comfort, ' convenience, n~ ~os~erity and general welfare; and prescribi -penalties for the violation of:~isliChapter,, " . 170.013 RELATION TO COMPREHENSIVE PLAN It is the po!i~y 9f the City of Ramsey that the enforcement, amendment and administrati0~ ofithis Ordinance be accomplished with due consideration of the recommendation~ c~ntained in the Comprehensive Plan as developed and amended from time roll,me!by the Planning Commission and City Council of the City. The Council recoi~ze~ the Comprehensive Plan as the Policy adopted to regulate land use and devei~meit in accordance with the policies and purpose herein set forth ~!~ '
