<br />fenge s(ockpile, refuse, fill, deposit, clearing of trees or
<br />veg~tl'iti~n, structure or matter in, along, across, or projecting, in
<br />wholes or ~in part, into 'any channel, watercourse or regulatory flood
<br />hazgr~ a~ea which may impede, retard or change the direction of the
<br />flo~ ,f ~ater, either in itself or by catching or collecting depris
<br />carpi d ~y such water or that is placed where the flow of water might
<br />car~y the~ same downstream to the damage of life or property.
